<br />Additionally, constructability reviews will be coordinated directly with each OPCC update and our value engineering
<br />process. This allows potential cost impacts to be identified, quantified, and addressed before bidding, resulting in more
<br />reliable cost estimates, fewer unforeseen construction conditions, and better overall control of the City’s project budget.
<br />Scheduling
<br />SCHEDULE DEVELOPMENT AND MAINTENANCE. At the outset of each TWO, Kimley-Horn will establish
<br />a milestone schedule within the Project Work Plan identifying critical deliverables, review periods, permitting durations,
<br />and key task dependencies. For larger or construction-phase assignments, we will develop a critical path method
<br />(CPM) schedule so the City can clearly identify the activities that control project completion. Schedules will be actively
<br />maintained through our firmwide cast-ahead resource forecasting process, which evaluates staffing needs on weekly,
<br />monthly, and six-month horizons. Milestones will be reviewed after internal and external project meetings and updated
<br />at least monthly. If a task begins to fall behind, Cesar will work with the TWO Project Manager and Discipline Leaders to
<br />adjust sequencing, add resources, or otherwise recover the schedule while maintaining progress on other active TWOs.
<br />SCHEDULING CHALLENGES. Common scheduling challenges on municipal
<br />assignments include compressed regulatory review periods, utility conflicts identified
<br />during design, long-lead coordination items, and competing demands across multiple
<br />concurrent TWOs. Our team addresses these challenges by coordinating with
<br />permitting agencies early, advancing critical or long-lead activities first, and using the
<br />Castahead process to align staffing with upcoming workload. On a recent on-call
<br />municipal contract, Kimley-Horn successfully managed twelve concurrent work
<br />orders and delivered them on schedule by applying these same practices.
<br />Quality Control/Quality Assurance
<br />QUALITY MANAGEMENT PROGRAM. Quality is built into every
<br />Kimley-Horn assignment from the beginning and is not treated as a final review
<br />immediately before submittal. At the outset of each TWO, the Project Work Plan will
<br />identify the applicable design criteria, required reviews, responsible QC personnel,
<br />and internal review milestones so adequate time is reserved for checking,
<br />backchecking, and resolving comments before each deliverable is provided to the
<br />City. Each TWO will be supported by an independent Quality Assurance Manager
<br />and discipline-specific QC reviewers who are experienced in the type of work being
<br />performed and separate from the personnel responsible for production.
<br />TECHNICAL AND INTERDISCIPLINARY REVIEWS. Quality control begins at
<br />the discipline level, where calculations, analyses, plans, specifications, quantities,
<br />and technical memoranda are checked against the approved scope, applicable
<br />codes and standards, agency criteria, and City requirements. For multidisciplinary
<br />assignments, an additional interdisciplinary review will focus on design integration
<br />and interfaces between disciplines, including utilities, drainage, roadway, structural,
<br />electrical, mechanical, landscape, permitting, and other applicable elements. This
<br />review is particularly important for identifying conflicts that may not be apparent
<br />when individual disciplines are reviewed independently.
