75IWFLFTLD016838.2026 ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) RFQ # 26-07-01 CONTINUING PROFESSIONAL Upon receiving a concern, Cesar will confirm his understanding of the issue with the City, identify the root cause, and coordinate with the appropriate TWO Project Manager or Discipline Leader to establish a corrective action and clear timeline for resolution. The City’s Project Manager will remain informed throughout the process, and Cesar will follow through to confirm that the issue has been fully addressed and that the resolution meets the City’s expectations. For Kimley-Horn, resolving an issue is not simply about correcting the immediate concern, it is also about understanding why it occurred and applying lessons learned to prevent it from recurring. Kimley-Horn’s depth of local and regional resources further supports this commitment. When additional expertise or production support is needed, we can quickly supplement or adjust the project team to resolve the issue while maintaining progress on other active TWOs. Our goal is to address concerns promptly, professionally, and transparently while preserving the strong working relationship and trust that are essential to a successful long-term on-call contract. Cost Control COST ESTIMATE DEVELOPMENT AND UPDATES. For each TWO, Cesar and the assigned Discipline Lead will prepare a detailed fee estimate and, for design and construction assignments, an Opinion of Probable Construction Cost (OPCC). Our estimates will be developed using current unit pricing, recent bid tabulations from comparable South Florida municipal projects, and input from our construction-phase staff. An initial OPCC will be prepared during the conceptual or scoping phase and updated at each major design milestone, typically at the 30%, 60%, 90%, and final submittals. This progressive estimating approach gives the City a current and defensible understanding of anticipated construction costs as the design advances. During construction, we will monitor the approved contract value against pay applications, potential change orders, and other cost impacts, and promptly communicate any material variance to the City’s Project Manager. DEGREE OF ACCURACY. Because our estimates are based on current market information and are refined as design details become more defined, our final engineer’s estimates have consistently tracked within approximately 5 to 10 percent of reasonable low bids on comparable roadway, drainage, and streetscape projects. This level of accuracy gives municipal clients greater confidence in project affordability before proceeding to bid and allows potential budget concerns to be addressed while there is still flexibility in the design. VALUE ENGINEERING. Value engineering is incorporated throughout our design process rather than treated as a separate exercise late in project development. Our goal is to identify opportunities to reduce cost, simplify construction, and improve long-term performance without compromising quality, functionality, or the City’s design objectives. On comparable stormwater and roadway improvement projects, our team has maintained project budgets by optimizing drainage layouts to take advantage of existing system capacity, refining pavement sections based on actual subgrade conditions, and developing construction phasing that reduces maintenance-of-traffic impacts and costs. These types of practical design decisions help preserve project intent while providing the City with better overall value. CONSTRUCTABILITY. Constructability will be evaluated throughout design with a focus on identifying conditions that could increase construction cost or create unnecessary change orders. Our TWO Project Managers, Discipline Leaders, and construction-phase staff will review utility conflicts, access, construction sequencing, maintenance of traffic, temporary conditions, material availability, and other factors that can significantly affect the OPCC and final bid price. Identifying these issues early allows the team to incorporate practical, cost-effective solutions while there is still flexibility in the design.
