Approach / Methodology
Longitude Surveyors provides a responsive and
adaptable approach to delivering professional
surveying and mapping services for the City of
Sunny Isles Beach under this continuing services
contract. We understand that task assignments
will vary in size and complexity and may include
boundary, topographic, right-of-way, ALTA/NSPS
Land Title, construction layout, hydrographic, tree,
utility, and SUE surveys, as well as sketches and legal
descriptions. Each assignment will be managed with
coordinated planning, proactive communication,
disciplined execution, and rigorous quality control.
Eduardo M. Suarez, PSM, will serve as Principal-in-
Charge, providing executive oversight, while Greg
Bouie, PSM, will serve as Project Manager and the
City’s primary point of contact, overseeing day-to-day
coordination and ensuring all services are completed
in accordance with the City’s requirements.
Overall Project Execution
Our approach is built around three core principles the
City emphasizes:
clear scope definition, structured coordination, and
rigorous schedule and cost control.

1. Defining Project Scope and Work Order Planning
Each assignment begins with a structured planning
process to ensure complete understanding of the
City’s objectives, project requirements, schedule, and
deliverables.

• Meet with the City’s Project Manager
to review the task authorization, project
scope, available survey information,
project limits, access requirements,
and anticipated deliverables.
• Prepare a project-specific schedule and
budget aligned with the City’s project
requirements, operational priorities,
and requested completion timeframe.
• Conduct pre-survey planning, including review
of existing records, coordination with City
personnel and utility stakeholders, verification
of project limits, access planning, and
confirmation of project requirements prior to
field mobilization.
This proactive planning process establishes clear
expectations, promotes efficient project execution,
and ensures that all assignments are completed
safely, accurately, and in accordance with the City’s
operational and project requirements, regardless of
project size or complexity.
2. Field Execution for Small, Medium, and Large
Assignments
Longitude deploys appropriately sized field crews and
equipment depending on project scale:
Services may include:

• Boundary Surveys
• Topographic Surveys
• Right-of-Way Surveys
• ALTA/NSPS Land Title Surveys
• Construction Layout
• Tree Surveys
• Hydographic Surveys
• Utility Designation (SUE)
• Sketches and Legal Descriptions
• As-Built Surveys
• Other specialty surveying and mapping
services requested by the City.
All field work is performed in accordance with Florida
Statutes, applicable professional surveying standards,
and the City’s project requirements.
3. Data Processing, Drafting, and Analysis
Our technical team applies a consistent and quality-
driven approach to efficiently process field data and
develop accurate information that support City’s
engineering, operations, and asset management
needs.
• Processing and adjusting survey control and
field observations.
• Preparing survey drawings, mapping, legal
descriptions, exhibits, and supporting
documentation.
• Performing internal Quality Assurance/Quality
Control (QA/QC) reviews throughout
production.
