QUALIFICAtIoNS 51P261925RFQ # 26-07-01 • CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) <br />Beach & Dune Management Program <br />2017: Placement of 26,000 cubic yards (CY) of beach fill <br />to address impacts from Hurricane Matthew in October <br />2016—funded by FEMA. <br />2021: Placement of 31,000 CY of beach fill including <br />dune restoration and planting—funded by FEMA and <br />Florida Department of Environmental Protection (FDEP) <br />2024: Placement of 24,000 CY of beach fill including <br />dune restoration and planting—funded by FDEP. <br />For all three beach nourishment projects, Moffatt <br />& Nichol processed the maintenance projects’ <br />environmental permit authorizations through US Army <br />Corps of Engineers (USACE), FDEP, and Miami-Dade <br />County Department of Environmental Resources <br />Management (DERM). Currently, Moffatt & Nichol is <br />processing event-based permits through state and <br />federal agencies to facilitate ongoing maintenance <br />events, and Moffatt & Nichol is managing compliance <br />requirements associated with the permits. <br />The presence of nearshore seagrass presents <br />challenges for beach nourishment design, and Moffatt & <br />Nichol has managed the compliance monitoring on an <br />annual basis to document no impacts from storm events <br />and from ongoing truck haul maintenance events. <br />Minimum Qualification Requirements: Reference Projects <br />Village of Key Biscayne, Florida <br />Client/OwnerVillage of Key Biscayne <br />Representative ContactRoland Samimy <br />Chief Resilience Officer <br />88 West McIntyre Street <br />Key Biscayne, FL 33149 <br />(305) 365-8908 <br />rsamimy@keybiscayne.fl.gov <br />Contract Dates2017–Present <br />Contract Amount$575,000 (to date) <br />Relevancy <br /> ;Beach and dune nourishment <br /> ;Multi-agency permit processing <br /> ;Construction administration services <br /> ;Funding applications and reimbursement <br /> ;Coastal engineering analyses <br />Moffatt & Nichol has completed coastal engineering <br />analyses using two independent methods to estimate the <br />Equilibrium Toe of Fill (ETOF) to avoid impacts to adjacent <br />nearshore seagrass beds. <br />For all of the projects, Moffatt & Nichol assisted the <br />Village with procuring qualified construction contractors, <br />and during construction Moffatt & Nichol has provided <br />Resident Project Representative Services in addition <br />to construction administration to ensure the projects <br />were constructed in accordance with the drawings, <br />specifications, and environmental permits. <br />Moffatt & Nichol continues to manage applications, <br />processing, and funding reimbursement requests <br />on behalf of the Village for their ongoing beach <br />management. To date, over $5 million in funding has <br />been secured by Moffatt & Nichol to cost share with <br />the Village for beach management projects. Sources <br />of funding have included FEMA in response to storm <br />impacts from Hurricane Irma that resulted in 87.5% of <br />the 2021 beach nourishment funded. Currently, Moffatt <br />& Nichol is processing FDEP funding for both ongoing <br />beach nourishment efforts and a pilot study for offshore <br />breakwaters. <br />Village of Key Biscayne Coastal Projects <br />Minimum Qualification Requirements: Reference Projects <br />Moffatt & Nichol has been providing coastal engineering services through task-based <br />contracts continuously since 2017 for the Village of Key Biscayne, and was recently re- <br />selected for an additional five years. Moffatt & Nichol has managed all aspects of the <br />Village’s beach management program, and has supported the Village with several other <br />tasks such as the USACE Miami-Dade County CSRM Program, the Tidal Flood Barrier <br />Ordinance, and the Offshore Coastal Structures Study.
