QUALIFICAtIoNS 52P261925RFQ # 26-07-01 • CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) <br />Offshore Coastal Structures Study <br />Moffatt & Nichol conducted a feasibility study to <br />evaluate offshore breakwaters as a countermeasure <br />to extend the time between beach nourishments. <br />Numerical modeling was conducted along with a <br />comprehensive review of coastal processes that <br />influence beach management in the Village. The <br />study demonstrated that properly sited and designed <br />breakwaters would dissipate incoming wave energy <br />and contribute to long-term beach stability. The <br />specification of “Nature-Based Solutions” would <br />facilitate the breakwaters as “self-mitigating” and <br />streamline the environmental permitting process. <br />A feasibility report was compiled to summarize <br />the coastal engineering study and included a <br />comprehensive review of beach management on Key <br />Biscayne since the 1960s. <br />USACE Miami-Dade County CSRM Program Management <br />The purpose of this study was to address the <br />protection of critical infrastructure, reduction of <br />structural damages, and evacuation route protection <br />along the Dade County Beach Erosion Control & <br />Hurricane Protection (BEC&HP) project in response <br />to the risks and effects of coastal storms and <br />associated impacts, such as sea-level rise, storm <br />surge, and extreme wind and tidal effects. The <br />study area consisted of the coastline between <br />FDEP R-monuments R-27 and R-74 and included the <br />municipalities of Bal Harbor, Surfside, and the City <br />of Miami Beach. During the study, the Key Biscayne <br />Segment (R-101 to R-108) was considered to be <br />included, however, upon further investigation, the <br />USACE decided the Key Biscayne Segment would be <br />best evaluated under its own new start feasibility study. <br />The Main Segment was authorized in the Water <br />Resources Development Act of 2022, thereby <br />extending Federal participation by an additional 50 <br />years after 2025. <br />During this CSRM process, Moffatt & Nichol provided <br />technical advisory services on behalf of the Village. <br />We provided background technical documents based <br />on Moffatt & Nichol’s extensive coastal management <br />experience in the region, and Moffatt & Nichol <br />reviewed technical studies and results that influenced <br />the BCR and other parameters affecting the Village <br />possibly being added to the project. Moffatt & Nichol <br />evaluated the alternatives developed by the USACE <br />and provided technical comments and participated in <br />various workshops. Moffatt & Nichol performed initial <br />BeachFx simulations on behalf of the Village to review <br />setup and parameters. <br />Tidal Flood Barrier Ordinance <br />Moffatt & Nichol provided coastal and marine structural <br />engineering services to develop design criteria for new <br />tidal flood barriers to be designed and constructed <br />within the Village. The criteria included impacts due <br />to sea level rise and climate change, and improved <br />flood barriers will improve overall resiliency and <br />coastal defense throughout the Village. Tidal barrier <br />alternatives included concrete seawalls, sheet pile <br />seawalls, living shorelines, raising existing walls, and <br />incorporating return walls. Moffatt & Nichol assisted the <br />Village with public workshops.
