QUALIFICAtIoNS 53P261925RFQ # 26-07-01 • CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA)
Dune Master Plan
The City of Hollywood Beach Community Redevelopment
Agency (CRA) retained Moffatt & Nichol to prepare a
dune master plan that focuses on dune maintenance and
creation goals of the 2017 Hollywood Sustainability Action
Plan. The master plan outlines a management approach
that addresses improvements to existing dune features
and new dunes/vegetation. The entirety of the beach
was evaluated, with dunes categorized by physical/
geographic characteristics and existing conditions. The
management approach was developed using information
obtained through site reconnaissance, input from City
officials and staff, a task force, public feedback, and initial
regulatory agency outreach.
An important focus of the master plan was to foster
projects that can have both immediate and long-term
benefits, while also developing a feasible program in
terms of design, permitting, and maintenance.
The master plan focuses on the following goals:
Differentiate management zones based on current
beach/dune features and adjacent upland use.
Prioritize new dune locations for storm protection,
enhanced ecology/aesthetics, increased property
values.
Provide typical new dune topographic design profile.
Establish native salt-tolerant vegetation
recommended palette for dune planting.
Provide recommendations for further action items.
Services related to master plan implementation were
subsequently provided to the City, including initial
conceptual design for dune creation adjacent to the
Center Broadwalk.
Moffatt & Nichol additionally provided construction
monitoring support services to the City during
Broward County’s recent (2026) dune restoration
project within City limits.
Hollywood, Florida
Client/OwnerCity of Hollywood
Representative ContactJose Cortes
Assistant City Manager
P.O.
