Worked closely with <br />Miami-Dade County to process notices to proceed under their federal, state and <br />county beach renourishment permits for a 28,500-CY beach fill project. <br />North Bay Village Seawall Design Criteria, FL. Principal for the development of <br />the island-wide seawall design criteria package for North Bay Village. This project <br />develops the minimum criteria for new and restored seawalls to be designed and <br />constructed throughout the Village on both public and private properties utilizing <br />resilient and innovative designs. The project provides a basis for code development <br />to facilitate overall resiliency and coastal defense throughout the Village. <br />Back Bay CSRM, Miami-Dade County, FL. Project manager for the evaluation of <br />shore protection alternatives to the proposed floodwall. Moffatt & Nichol worked with <br />the County, City, Downtown Development Authority, private investors, and USACE <br />to review and discuss resiliency alternatives developed by USACE for the Back Bay <br />Coastal Storm Risk Management (CSRM) feasibility. The original resiliency approach <br />proposed for downtown Miami was an 18-foot-tall conventional floodwall surrounding <br />most of the downtown waterfront. The team developed a nature-based structural <br />solution with multiple lines of protection that provided equivalent protection levels <br />while providing environmental benefits, additional public access, stormwater <br />improvements, water quality upgrades, and maintained local property values and <br />views. The system consisted of low crested oyster breakwaters, elevated structural <br />breakwaters planted with mangroves, dedicated seagrass-wetland protection zones, <br />secondary structural revetment system upland seat walls, bio-swale stormwater <br />areas, and localized building protection. <br />Village of Key Biscayne Resilient Infrastructure Program Strategy and Integrated <br />Implementation Plan, FL. Project manager for a technical advisory role to <br />support the Village with the USACE CSRM study for the development of shoreline <br />stabilization and flood protection alternatives for the beaches and back bay as part <br />of the Village’s Elevating Our Island Paradise Resilience Program with the goal of <br />protecting the Village from the effects of flooding, sea level rise, and environmental <br />changes. <br />Timothy (Tim) Blankenship PE <br />Principal In Charge | Moffatt & Nichol <br />Tim has extensive experience as a coastal engineer having completed <br />beach and dune nourishment, inlet, and coastal structure studies and design <br />throughout Florida over the past 31 years. He brings this depth of experience <br />to lead the Moffatt & Nichol team with beach management and bayfront <br />shoreline projects through the duration of this contract. He has served as <br />project engineer and/or project manager on consulting engineering contracts <br />for several municipalities in Miami-Dade County, including Miami Beach, Key <br />Biscayne, Bal Harbour, Surfside, Miami, and Sunny Isles.
