APProACH / MetHoDoLoGy 80P261925RFQ # 26-07-01 • CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA)
Through detailed work planning, schedule tracking,
regular progress updates, and active coordination
among all team members, our Project Manager will
ensure that project milestones, desired timelines,
and critical deadlines are identified, monitored, and
achieved. Potential risks to schedule, budget, or
deliverables will be evaluated early, with corrective
actions implemented promptly to maintain progress
and minimize impacts.
Moffatt & Nichol will also maintain a proactive issue
and complaint resolution process throughout the
project. Any concerns, complaints, or issues identified
by the City, stakeholders, general public, contractors,
or other project participants will be documented,
evaluated, and promptly communicated to the
City’s Project Manager. The Moffatt & Nichol
Project Manager will serve as the central point for
coordinating responses, assigning responsible team
members, tracking resolution actions, and providing
timely updates until the matter is resolved. Significant
issues or recurring concerns will be elevated
immediately to the City’s Project Manager with
recommended solutions and a clear path forward to
ensure transparency, accountability, and continued
project success.
By establishing clear communication channels,
defined responsibilities, and a centralized
management structure, Moffatt & Nichol will provide
the City with confidence that project objectives,
issues, and concerns are addressed efficiently while
maintaining focus on successful project completion.
Our commitment is to deliver a well-managed
project that meets the City’s expectations for
quality, responsiveness, budget control, and timely
completion.
Understanding and Awareness of
Permitting Requirements:
Through the successful delivery of numerous
coastal projects throughout Florida, Moffatt &
Nichol has developed a strong understanding
of federal, state, and local permitting
requirements. Because each project has unique
regulatory needs based on its scope and location, we
recommend developing a permit matrix early in the
project, prior to design, to identify required permits,
responsible agencies, key milestones, and review
timelines.
Our experience has shown that early pre-application
meetings with permitting agencies are critical to
confirming project-specific requirements, identifying
potential issues, and streamlining the review process.
We routinely prepare permit applications and
supporting technical documentation and coordinate
with agencies including the U.S. Army Corps
of Engineers (USACE), Florida Department of
Environmental Protection (FDEP)/South Florida Water
Management District (SFWMD), Florida Department of
Transportation (FDOT), as well as county and municipal
regulatory agencies. Through proactive coordination
and permit tracking, we help minimize regulatory risks,
reduce schedule impacts, and keep projects moving
efficiently toward construction.
Moffatt & Nichol is supporting the Town
of Hillsboro Beach with FEMA Support
Services, helping the Town qualify for and
receive federal reimbursement for design,
construction, and monitoring of beach
nourishment after severe erosion caused by
winter storms and hurricanes. Without the
guidance of Moffatt & Nichol’s exceptional
staff, the Town would be unable to pursue,
track, and receive FEMA funding for multiple
beach nourishments. But with their help, we
have successfully received millions in outside
funding and have never experienced a
comment by our outside auditors.”
– Mac Serda
Town of Hillsboro Beach
Local Oceanfront and City
Coordination Experience.
Our team includes Laura Shepherd
and Christy Brush, who have delivered
CCCL permitting and City coordination
for several Sunny Isles Beach
oceanfront projects, giving them first-
hand familiarity with local conditions
and City expectations, including
Residences by Armani/Casa, Acqualina
Resort & Residences, and St. Regis
Residences Sunny Isles Beach.
