<br />Mr. Fernandez serves as Surveying Lead for this continuous contract, managing all surveying operations
<br />and supervising field crews as Surveyor of Record. He oversees the preparation of topographic,
<br />boundary, and utility surveys supporting the design of small-diameter water and wastewater pipelines.
<br />Under his direction, PDS has completed surveys for more than 75,000 linear feet of 8”–10”
<br />watermain/forcemain and over 30,000 linear feet of 8” gravity sewer, delivering accurate field data for
<br />engineering design, technical memorandums, drawings, cost estimates, schedules, and specifications
<br />across 15 work orders.

<br />E15-WASD -02 Improvement, Upgrades and Expansion of Local Wastewater Pump Stations, Miami-
<br />Dade County, FL.
<br />Mr. Fernandez currently serves as Chief Surveyor for this project that includes the complete land
<br />surveying and design services, including preliminary site investigation and inspection, surveying,
<br />hydraulic analysis, coordination with other municipalities and the public, preparation of design reports,
<br />preparation of survey and engineering drawings and contract specifications and preparation of design-
<br />build criteria packages, assistance during the permitting and procurement phases, engineering support
<br />during construction. Mr. Fernandez also led the Surveying support team during initial phases of the
<br />projects and has conducted boundary surveys, site surveys and roadway surveys under various work
<br />orders in this contract. All work has been reviewed and approved by M-DWASD Survey section and
<br />surveys produce meet and exceed all M-DWASD technical and digital requirements. Mr. Fernandez and
<br />the PDS team have successfully completed over 16 work orders.

<br />PNC2119245P1 Transit Surveys, Infrastructure & Shelter Improvement at Bus Stops, Broward County
<br />Transportation Department. Broward County, FL.
<br />Mr. Fernández served as Chief Surveyor, providing topographic survey services for over 500 transit
<br />shelters and bus stops as part of Broward County Transit Division’s ongoing Transit Shelter
<br />Enhancement/Installation Programs. He directed the collection of elevations based on NGVD 1929 and
<br />NAVD 1988, captured above-ground features including pavements, driveways, sidewalks, shelters,
<br />utilities, site furniture, and landscape elements, and ensured survey data supported civil and structural
<br />designs, permitting, utility relocations, stormwater management, and construction coordination
<br />throughout the project.

<br />12308-296 Parks Bond and Parks Master Plan Design Implementation Services. Broward County, FL.
<br />Mr. Fernandez serves as the Survey Lead for the City of Fort Lauderdale Parks Bond Improvement
<br />Program, a citywide initiative focuses on the planning, design, and construction of upgrades across more
<br />than 90 parks. In this role, he directs and executes comprehensive surveying efforts over 250 acres,
<br />ensuring the collection of accurate and design-ready data for both completed and ongoing work orders
<br />at 25 locations. His responsibilities include establishing elevations tied to the NAVD 29 vertical datum,
<br />performing detailed tree surveys, mapping existing above-ground features, and conducting
<br />underground utility investigations and utility location to support infrastructure planning. Mr. Fernandez
<br />coordinates field crews, validates survey methodologies, and ensures that all deliverables meet project
<br />standards.

<br />19-014 Dania Beach Southeast Drainage Improvements Phase 2. Broward County, FL.
<br />Mr. Fernández serves as Chief Surveyor for this project, providing surveying leadership and technical
<br />oversight to support the design of drainage improvements for a 500-acre flood -prone neighborhood in
<br />Dania Beach. He directs the field and office survey operations, ensuring all data is collected and
<br />processed in the State Plane Coordinate System and referenced to the National Geodetic Vertical Datum
<br />(NGVD 1929). Under his supervision, the survey team performs detailed topographic route surveys
<br />covering approximately 26,000 linear feet of roadway, capturing surface and subsurface features
<br />including sidewalks, swales, driveways, curbs, walls, utilities, and landscape elements. Mr. Fernández
<br />oversees quality assurance of all survey deliverables, ensuring accuracy, completeness, and compliance
<br />with project and regulatory standards.
