Fast-Track Project Delivery Approach <br />PDS supports fast-track projects by integrating early planning, constructability reviews, and proactive <br />coordination to achieve accelerated schedules while maintaining quality and budget control. By <br />engaging early in task authorization and project conception, PDS identifies delivery methods, phasing <br />strategies, permitting requirements, and construction constraints that may impact schedule or cost. <br />To support accelerated delivery, PDS applies the following strategies: <br />Proactive Planning <br />Early definition of project scope, <br />risks, utility conflicts, and permitting <br />requirements, supported by early survey <br />and data collection to establish reliable <br />baseline conditions. <br />Schedule Control <br />Detailed schedules are maintained using <br />project management tools to monitor <br />progress, track critical paths, and adjust <br />for field conditions, permitting timelines, <br />and construction constraints. <br />Phased Deliverables & Milestones <br />Design packages are advanced in <br />phases (30%, 60%, 90%, 100%) to allow <br />parallel coordination, early reviews, and <br />timely stakeholder feedback. <br />Concurrent Design & Permitting <br />Permitting activities are initiated during <br />design, with early Subsurface Utility <br />Engineering (SUE) to resolve conflicts <br />prior to construction and reduce <br />schedule risk. <br />62
