Edgewater House Condominiums Soil Source Removal and UST Closure 501 SE 6th Avenue, Fort Lauderdale, Broward County, Florida Site Description: The property was a former filling station/automotive dealership from approximately 1928 to 1952 before being redeveloped into a three-story apartment complex. During construction activities PSI was contracted by the client to delineate and remove petroleum impacted soil. Soil Source Removal: PSI created and submitted, on behalf of client, an application for environmental assessment and remediation license to the Broward County Board of County Commissioners. PSI then provided a field supervisor to oversee a private utility locating service to mark on-site utilities and the soil excavation activities by a Florida licensed contractor. Equipment decontamination and field documentation was performed with the methods prescribed by the FDEP. All excavated soil was directly loaded into semi- trucks for off-site disposal at a Class I landfill using proper manifest procedures. A total of 419.87 tons of soil was excavated and transported offsite for proper disposal. Soil samples were taken in the areas where soil delineation had not been achieved in the previous assessments to ensure the excavation of the site was fully delineated. A Soil Source Removal Report was provided after source removal activities that included regulatory document requirement, daily logs, waste manifests for the soil disposal, and soil laboratory results. Soil Source Removal Report was reviewed by a PSI Principal Consultant and signed & sealed by a Florida Licensed Professional Engineer to be submitted to the EPGMD. UST Closure: During source removal activities, two approximately 350-gallon steel underground storage tanks (UST) and associated steel piping were found in the excavation area. PSI with able to assist the client in registering the USTs with the FDEP and the Broward County Environmental Protection and Growth Management Department (EPGMD), provided third-party oversight for the proper cleaning and removal the USTs from the site, sampling the soil and groundwater to ensure additional impacts were not created by the USTs’ presence, and providing a Tank Closure Assessment Report signed & sealed by a Florida Licensed Professional Engineer to be submitted to the requisite regulatory agencies to obtain closure for the USTs; all while maintaining the original schedule outlined to the client for the source removal project.
