Scope of Services <br />The scope of the Phase II ESA was intended to address the RECs as discussed with the client. The Phase II ESA was <br />conducted to address the following objectives which were defined through a discussion between the Phase II Assessor and <br />the client: <br />Provide information relevant to evaluating and allocating business environmental risk in transactional and contractual <br />contexts, including transferring, financing and insuring properties, and due diligence relating thereto. <br />The assessment included the following general scope of services: <br />•Advance nine (9) soil borings on the subject property, one along the western property boundary, and four (4) at <br />various locations throughout the subject property and to collect soil samples in two-foot increments to be <br />screened with an OVA-PID. <br />•Eight (8) temporary groundwater sampling points [TMW-1, TMW-2 and TMW-3 (13 and 30 feet bls)], were installed <br />on-site to assess the shallow and deep groundwater in the area of the suspect fill material. TMW-4, TMW-5, TMW- <br />6, TMW-7, and TMW-8 (13 feet bls) were installed on-site to assess the shallow groundwater in the areas of <br />significant staining and observed OWS. <br />•The soil samples collected adjacent to the OWS systems and the sample collected in the stained area were <br />submitted for laboratory analysis by US Environmental Protection Agency (EPA) Method 8260 for volatile organic <br />compounds (VOCs), EPA Method 8270 for polynuclear aromatic hydrocarbons (PAHs), laboratory analytical <br />method Florida Petroleum Residual Organics (FL-PRO) for total petroleum hydrocarbons (TPH), and 8 Resource <br />Conservation and Recovery Act (RCRA) metals (arsenic, barium, cadmium, chromium, lead, mercury, selenium, and <br />silver). Soil samples collected in the area of suspect fill material were also submitted for laboratory analysis by EPA <br />Method 8260 for VOCs, EPA Method 8270 for PAHs, FL-PRO for TPH, and 8 RCRA Metals and in addition, these soil <br />samples were also be analyzed by EPA Method 8081 for organochlorinated pesticides (OCPs), EPA Method 8141 <br />for organophosphorus pesticides (OPPs), EPA Method 8151 for chlorinated herbicides, and EPA Method 8082 for <br />polychlorinated biphenyls (PCBs). <br />•Groundwater samples collected from each temporary monitoring well, both shallow and intermediate as <br />applicable, were submitted for laboratory analysis by EPA Method 8260 for VOCs, EPA Method 8270 for PAHs, FL- <br />PRO for TPH, and 8 RCRA metals (total and dissolved). In addition, groundwater samples collected in the areas of <br />suspect fill material, both at shallow and intermediate depths, were also analyzed by EPA Method 8081 for OCPs, <br />EPA Method 8141 for OPPs, EPA Method 8151 for chlorinated herbicides, and EPA Method 8082 for PCBs. <br />PSI performed the Phase II ESA at the subject property located in the northwest quadrant of the intersection of Southern <br />Boulevard and Sansburys Way with the following objective: Confirmation of the presence of soil and groundwater impact <br />within the meaning of the CERCLA (Superfund) for the purpose of establishing landowner liability protections under CERCLA <br />(i.e., innocent landowner, bona fide prospective purchaser, and contiguous property owner). Based on the findings <br />presented in our report and field observations, PSI recommended the installation/sampling of permanent monitoring wells <br />at the locations of temporary monitoring wells TMW-1 (13’ and 22’), TMW-2 (13’) and, TMW-3 (13’) to confirm the <br />presence of the tested parameters which exceeded their respective criteria. <br />Client: Vecellio Group, Inc., 101 Sansburys Way, LLC, 101 Sansburys Way, West Palm Beach, Florida 33441 <br />Contact: L.
