<br />Dear Members of the Evaluation Committee:
<br />Ross Engineering, Inc. is pleased to submit our qualifications to the City of Sunny Isles Beach for RFQ No. 26-
<br />07-01, Continuing Professional Architectural and Engineering Consulting Services, under Discipline 3 – General
<br />Civil Engineers. As the City’s incumbent continuing civil engineering consultant, selected under the prior
<br />RFQ No. 20-07-01, Ross brings established familiarity with the City’s infrastructure, coordination procedures,
<br />project delivery expectations, and local conditions. We welcome the opportunity to continue supporting the
<br />City with responsive, practical, and cost-effective professional engineering services for its roadway, drainage,
<br />stormwater, utility, infrastructure, facility, and capital improvement needs.
<br />Established in 2003, Ross Engineering is a Florida civil and environmental engineering consulting firm with
<br />more than two decades of experience serving municipalities, counties, public works agencies, educational
<br />institutions, parks, utility providers, and other public-sector clients throughout South Florida. From our Miami-
<br />Dade County office, Ross can mobilize quickly for meetings, field investigations, emergency or time-sensitive
<br />assignments, and coordination with City staff, regulatory agencies, utilities, contractors, and other project
<br />stakeholders.
<br />Ross has assembled a focused multidisciplinary team tailored to the services anticipated under this
<br />continuing services contract. SGM Engineering, Inc. will serve as Ross’s subconsultant for Mechanical, HVAC,
<br />and Plumbing Engineering, providing specialized support for assignments involving mechanical systems,
<br />HVAC, plumbing, pumping and piping systems, municipal facilities, and related study, design, and construction-
<br />phase services. Thomas J. Kelly, Inc. will serve as Ross’s subconsultant for Surveying and Mapping, providing
<br />professional surveying services including topographic, boundary, right-of-way, design, and construction-
<br />related surveys and mapping. Together, these firms complement Ross Engineering’s core civil engineering
<br />capabilities and provide the City with a coordinated team for civil, MEP, and surveying needs. Ross will remain
<br />the Prime Consultant and civil engineering lead, integrating all supporting services into a unified scope,
<br />schedule, quality-control process, and set of project deliverables.
<br />Ross’s qualifications are further strengthened by our successful performance under the City’s current
<br />continuing civil engineering contract. Through this relationship, our team has developed first-hand knowledge
<br />of the City’s infrastructure, coastal drainage conditions, roadway constraints, permitting environment, and
<br />coordination requirements. One representative assignment is the NE 172nd Street Roadway and Drainage
<br />Improvements Project, where Ross provided professional civil and roadway drainage engineering services
<br />within a constrained municipal corridor near the Intracoastal Waterway. Services included topographic and
<br />route surveying, ICPR hydrologic and hydraulic analysis, roadway and drainage design, evaluation of existing
<br />exfiltration trenches and gravity drainage wells, pump system improvements, permitting, preparation of
<br />signed and sealed construction documents, bidding and preconstruction assistance, shop drawing review,
<br />field observations, as-built review, final walkthrough, punch-list preparation, and closeout assistance.
<br />That assignment provided Ross with valuable familiarity with the City’s infrastructure, coastal drainage conditions,
<br />roadway constraints, review procedures, and coordination requirements. It also demonstrates our ability to work
<br />effectively with the City, Miami-Dade County regulatory agencies, the Florida Department of Environmental
<br />Protection, contractors, utility representatives, surveyors, and other stakeholders to deliver improvements that are
<br />practical, permittable, constructible, maintainable, and responsive to the needs of the community.
