<br />Ross understands that assignments under this continuing services contract may vary considerably in size,
<br />complexity, urgency, and funding source. Our available services include roadway and drainage improvements;
<br />stormwater collection, wells, and pumping systems; water distribution and wastewater collection systems;
<br />pump stations; utility coordination and relocation; surveying and mapping; hydrologic and hydraulic analysis;
<br />feasibility studies; planning; permitting; cost estimating; preparation of plans, specifications, and construction
<br />documents; bidding assistance; construction administration; field observation; inspections; grant-related
<br />support; plan review; and miscellaneous civil engineering consultation.
<br />For each task order, Ross will begin by confirming the City’s scope, schedule, budget, available information,
<br />permitting requirements, utility conditions, public-access considerations, and operational constraints. Our
<br />team will document existing conditions, identify project risks early, evaluate practical alternatives, and maintain
<br />regular communication with the City throughout design and construction. Cost estimates and schedules will
<br />be monitored as the work progresses, and formal quality reviews will be conducted at appropriate milestones
<br />to minimize errors, reduce unnecessary redesign, and support timely permitting and construction.
<br />Ross’s proposed management structure provides the City with direct access to experienced leadership and
<br />clearly defined responsibility. Melissa Ross, MSCE, Principal-in-Charge, will provide executive oversight,
<br />resource allocation, and overall contract accountability. Robert Ross, PE, Project Manager, will serve as the
<br />City’s primary day-to-day point of contact and will manage task-order delivery, staffing, schedules, budgets,
<br />subconsultant coordination, and communication with City staff. Robert will coordinate SGM Engineering and
<br />Thomas J. Kelly, Inc. whenever their specialized services are required, ensuring that their work is incorporated
<br />into Ross’s project schedule and deliverables. Raymond Rammo, PE, Technical Advisor and QA/QC Lead,
<br />will provide senior-level technical guidance, independent quality review, permitting and constructability input,
<br />and final technical oversight. They will be supported by Ross’s engineering analysts, civil designers, engineers
<br />in training, CAD production staff, project documentation personnel, and field-support team.
<br />Ross’s multidisciplinary team also provides the City with specialized sustainability and commissioning
<br />expertise through SGM Engineering. SGM team member Bobby Shahnami, PE, CxA, LEED AP BD+C, brings
<br />commissioning and LEED-accredited expertise that can support energy-conscious and sustainable solutions
<br />when applicable to individual assignments.
