<br />Project Description
<br />Ross Engineering, Inc. provided professional stormwater modeling and
<br />hydraulic analysis services for the West Deerfield Stormwater Capital
<br />Improvement Project in Deerfield Beach, Florida. The project supported
<br />a municipal neighborhood drainage improvement program intended
<br />to evaluate existing drainage conditions, verify stormwater modeling
<br />assumptions, and support proposed infrastructure improvements for
<br />improved roadway drainage and flood mitigation. Ross Engineering’s scope
<br />included stormwater flood routing analysis using ICPR 4.0, hydraulic modeling
<br />of the drainage system network, drainage report support, and permitting
<br />assistance. The firm evaluated local hydrology parameters, roadway right-of-
<br />way drainage conditions, proposed hydraulic connections, drainage pipes,
<br />catch basins, manholes, potential stormwater pump station improvements,
<br />control structures, outfall conditions, canal tailwater conditions, and
<br />regulatory discharge requirements. During the verification phase, Ross
<br />Engineering collected and analyzed hydrologic data for residential lots,
<br />roadway areas, sidewalks, and green areas using aerial information, recent
<br />LiDAR data, topographic survey information, as-built records, and existing
<br />City SWMM model data. The firm developed stage-area relationships, stage-
<br />storage data, weighted curve numbers, land use data, and high/low elevation
<br />data for multiple sub-basins within the approximately 100-acre watershed.
<br />Ross Engineering also created and refined existing conditions and proposed
<br />improvements ICPR models to support the verification report.
<br />The modeling effort included QA/QC of hydrologic data, development of an
<br />existing conditions ICPR model, comparison of model results with the City’s
<br />EPA SWMM model, field evaluation to ground-truth modeling assumptions,
<br />and development of proposed conditions modeling for potential stormwater
<br />improvements. Proposed improvement scenarios included drainage
<br />infrastructure such as piping, additional retention areas, swales, exfiltration
<br />trenches, control structures, and outfall modifications. Ross Engineering also
<br />provided revised stormwater flood routing modeling and permitting support
<br />in response to project development and regulatory review. This included
<br />revising the ICPR model to utilize the existing FDOT connection, eliminating
<br />the proposed control structure and outfall pipe
<br />to the County canal, revising ICPR input/output
<br />data and mapping, preparing model reports
<br />and supporting documentation, and assisting
<br />with drainage report revisions and responses
<br />to Broward County surface water permitting
<br />comments. Through stormwater modeling,
<br />hydraulic analysis, field verification, drainage
<br />report support, permitting assistance, and
<br />engineering coordination, Ross Engineering
<br />supported Thompson & Associates and the
<br />City of Deerfield Beach in advancing the West
<br />Deerfield Stormwater CIP and evaluating
<br />drainage improvements to improve
<br />neighborhood stormwater performance.
