<br />Our firm maintains a robust and diverse staff of 15 full time professionals, providing a deep pool
<br />of experienced personnel from which project-specific teams can be assembled. Our staff includes
<br />licensed engineers, project managers, planners, designers, inspectors, and technical specialists with
<br />experience delivering civil engineering, water and wastewater design, permitting, utility coordination,
<br />project management, and construction-phase support for public-sector clients in South Florida.
<br />With a track record supporting municipal utility and infrastructure clients, Ross Engineering is
<br />prepared to provide responsive, technically sound, and client-focused service to the City of Sunny Isles
<br />This depth of resources allows us to strategically assign personnel based on the specific needs of
<br />each task, ensuring the appropriate level of expertise and efficiency. Many of our staff bring 25+ years
<br />of experience and have successfully delivered projects for municipalities and public agencies similar
<br />to the City of Sunny Isles. Our team is structured to provide continuity in project management, while
<br />also offering the capacity to quickly augment our team as needed to meet the City’s objectives.
<br />COMPOSITION OF STAFF AND RESPONSIBILITIES FOR THIS CONTRACT
<br />Ross Engineering’s proposed team for the City of Sunny Isles Beach will be led by Principal-in-Charge
<br />Melissa Ross, MSCE, who will provide executive oversight, confirm that appropriate personnel and
<br />resources are assigned to each task order, and monitor performance to ensure that the City’s
<br />expectations for quality, responsiveness, schedule, and budget are consistently met.
<br />Project Manager Robert Ross, PE, will serve as the City’s primary point of contact and will
<br />be responsible for the day-to-day management of the contract. He will coordinate Ross
<br />Engineering’s technical staff and subconsultants, develop and monitor task-order scopes,
<br />schedules, and budgets, lead progress and coordination meetings, and oversee the
<br />preparation of complete plans, specifications, cost estimates, permit documents, and other
<br />required deliverables. Robert will maintain direct communication with City staff and will be
<br />accountable for resolving issues promptly and keeping each assignment on schedule.
<br />Technical Advisor and QA/QC Lead Raymond Rammo, PE, will provide senior-level technical
<br />guidance and independent quality reviews of major deliverables. His responsibilities will
<br />include reviewing design assumptions, calculations, plans, specifications, cost estimates,
<br />permitting requirements, constructability, and interdisciplinary coordination. Raymond will
<br />also advise the project team on complex infrastructure and regulatory matters and participate
<br />in key meetings and presentations when his expertise is required.
<br />The management team will be supported by Ross Engineering’s senior engineers,
<br />engineers in training, designers, and technical production staff. Engineering
<br />Analyst Aida Yahavi Rahimi, PhD, EIT, will provide engineering analysis, modeling,
<br />calculations, data evaluation, and technical memorandum support. Remy
<br />Komocsin and Josue Crespo, EI, will support the development of design layouts
<br />and construction documents, coordinate technical details, and assist with responses
<br />to City and permitting-agency review comments. Dominique Hawkins and Daniel
<br />Vale, EI, will provide drafting, design calculations, quantity takeoffs, cost-estimate
<br />support, and CAD-standard compliance to promote accurate and efficient plan
<br />production. Project Support and Documentation Lead Matias Rodas will maintain
<br />project records, meeting minutes, action-item logs, submittal tracking, and City-
<br />required documentation. Anthony Nieves will provide construction and field support,
<br />including site observations, photographic documentation, verification of existing
<br />conditions, and constructability input. His field findings will be communicated
<br />directly to the design team so that necessary clarifications or revisions can be
<br />developed efficiently.
