<br />Raymond is a Senior Civil Engineer with over 35 years of experience
<br />delivering municipal and utility infrastructure projects for consulting
<br />firms, power generation companies, and state and city governments.
<br />His expertise includes the planning, funding, permitting, design, and
<br />construction administration of drainage and stormwater systems, water
<br />and wastewater infrastructure, roadways, site development, pumping
<br />stations, treatment facilities, parks, and solid waste facilities. Raymond
<br />has managed projects through the full lifecycle, from feasibility and
<br />design through construction observation, inspection, commissioning,
<br />start-up, O&M manual preparation, and operator training. He leads

<br />• Managed various capital projects, scoping, design, bidding,
<br />permitting and construction as a part of the Waste Innovations
<br />project in Fort Lauderdale.
<br />• Managed various sewer consent order program projects at the Public
<br />Works Department for the City of Fort Lauderdale, such as: asset
<br />inventory for the entire City’s Sewer System infrastructure; Design
<br />Build for various sized force main drains; citywide sewer conveyance
<br />system and water distribution system hydraulic modeling and
<br />evaluation studies.
<br />• Held various positions in South Florida including Director of Public
<br />Works for North Bay Village, Project Manager with the City of Fort
<br />Lauderdale, and Project Manager with the City of Dania Beach.
<br />• Oversaw the design and construction management and provided
<br />QA/QC for projects in Miami-Dade, Broward and Palm Beach
<br />Counties (2015-2017) including oversight of the Miami-Dade County
<br />North, Central, and South wastewater treatment plants consent
<br />decree improvements; hydraulic modeling and evaluation, new
<br />water transmission pipe; and Shenandoah new water transmission
<br />system design and construction inspection, as well as the stormwater
<br />pump station design-build projects for the City of Miami Beach.
