56 <br />City of Sunny Isles Beach | RFQ 26-07-01 <br />Continuing Professional Architectural and Engineering | General Civil Engineer <br />4.3 PROJECT ORGANIZATION AND ACCOUNTABILITY <br />Ross provides a streamlined management structure with direct access to senior decision-makers and <br />one clear line of responsibility. The same three individuals lead every task order, giving the City continuity <br />of accountability across the life of the contract. <br />Melissa Ross, MSCE. Principal-in-Charge. Melissa provides executive oversight of <br />the continuing contract and is responsible for contract-level coordination, resource <br />allocation, staffing continuity, and overall accountability. She remains accessible to <br />the City’s Project Manager for staffing priorities, competing deadlines, contractual <br />concerns, and the commitment of additional resources. <br />Robert J. Ross, PE, LEED AP. Project Manager and Primary Point of <br />Contact. Robert manages the day-to-day performance of individual task orders and <br />is the principal project-level contact with the City. He leads scope development and <br />the WBS, assigns staff, coordinates subconsultants, manages schedules and budgets, <br />conducts progress meetings, oversees permitting, tracks review comments, and <br />coordinates bidding and construction-phase services. Robert also keeps the City’s <br />Project Manager informed of status, decisions, outstanding information, potential risks, and <br />recommended corrective actions. <br />Raymond Rammo, PE. Technical Advisor and QA/QC Lead. Raymond provides <br />independent senior technical guidance and leads Ross’s quality assurance and quality <br />control process, reviewing design criteria, calculations, modeling, plans, reports, <br />specifications, permitting requirements, cost estimates, constructability, interdisciplinary <br />coordination, and construction-phase technical responses. He oversees formal reviews at <br />project milestones and confirms that significant technical comments are resolved before <br />documents are submitted to the City. <br />This management team is supported by engineering analysts, civil designers, engineer interns, CAD- <br />production personnel, documentation staff, and construction and field-support personnel. Supporting <br />subconsultants provide Mechanical/HVAC/Plumbing Engineering, Surveying and Mapping as required. <br />Ross remains the prime consultant and civil engineering lead; all supporting work is coordinated through <br />Robert and reviewed under Raymond’s QA/QC leadership. The structure gives the City direct principal <br />involvement, a dedicated Project Manager, independent senior technical review, and sufficient production <br />capacity to support multiple concurrent assignments.
