<br />4.4 TASK-ORDER WORK PLAN
<br />Ross applies the following work plan to each assignment. The phases are combined, expanded, accelerated,
<br />or omitted as appropriate to the task order, and each phase carries defined deliverables, review points,
<br />and budget drawn from the task-order WBS.
<br />Phase Ross Engineering’s Approach
<br />1. Authorization and Scope
<br />Confirmation
<br />Review the City’s request, confirm objectives and deliverables, identify
<br />required personnel and subconsultants, conduct the kickoff meeting, and
<br />establish the authorized scope, WBS, schedule, budget, communication
<br />procedures, and responsibilities.
<br />2. Existing Conditions and
<br />Investigation
<br />Review available records; perform site observations; coordinate surveying,
<br />utility locating, and specialty investigations when provided or separately
<br />authorized by the City; and identify physical, regulatory, operational, and
<br />public-access constraints.
<br />3. Analysis and Preliminary
<br />Recommendations
<br />Complete applicable modeling, calculations, condition assessments,
<br />feasibility analysis, permit research, alternatives evaluation, and preliminary
<br />cost comparisons. Present major findings and obtain City direction.
<br />4. Design Development Prepare and coordinate the applicable 30%, 60%, 90%, and 100% documents/
<br />plans, calculations, specifications, quantities, cost estimates, permit materials,
<br />and responses to City comments.
<br />5. Permitting and Bidding Coordinate with regulatory agencies, perform pre-application meetings,
<br />respond to permit comments, support pre-bid activities, answer bidder
<br />questions, prepare addenda, evaluate bids, and assist the City with
<br />recommendation for award.
<br />6. Construction-Phase Services Review submittals and RFIs, attend meetings, conduct authorized
<br />observations or inspections, document field conditions, evaluate proposed
<br />changes, assist with payment and change-order reviews, and coordinate
<br />permit certifications.
<br />7. Closeout Conduct final observations, prepare and verify punch-list items, review
<br />as-built information and record drawings, assist with permit closure and
<br />certifications, and provide the City with final project records.
<br />The City requires a design schedule, construction cost estimates by phase, coordinated design
<br />services, progress reviews at the 30%, 60%, 90%, and 100% stages, permitting, complete construction
<br />documents, construction administration, responses to RFIs, and revised record drawings at
<br />completion. This work plan incorporates each of those requirements directly, and the milestone
<br />reviews it establishes are the same points at which Ross updates cost estimates (Section 4.5.1) and
<br />performs formal QA/QC (Section 4.5.3).
<br />• MILESTONE DESIGN REVIEWS
<br /> »30%: Establish the design basis, preliminary layout, design criteria, major utility considerations,
<br />permitting strategy, schedule, and initial cost estimate; confirm overall direction before detailed
<br />design proceeds.
<br /> »60%: Advance the approved concept with coordinated plans, calculations, utilities, supporting
<br />disciplines, preliminary specifications, updated quantities, and an updated cost estimate.
<br /> »90%: Documents substantially complete; perform formal QA/QC and constructability reviews,
<br />confirm interdisciplinary coordination, reconcile plans with specifications and bid items, and
<br />update the construction cost estimate and schedule.
<br /> »100%: Address final comments; issue signed and sealed documents, final specifications,
<br />quantities, bid information, permit-response materials, and the final opinion of probable
