<br />North Miami, Biscayne Park Water Main Extension. The scheduling challenge on this assignment
<br />was multi-agency approval: design, permitting, construction inspection, and certification all had to
<br />clear the City, the Miami-Dade County Health Department, and the Miami-Dade Fire Department,
<br />and if those reviews had run in sequence they would have pushed the project well past its target
<br />completion. Ross addressed the risk by identifying conflicts early, producing complete plan-and-
<br />profile documents that minimized agency comment cycles, coordinating the three agency approvals
<br />on a deliberately managed track, and remaining engaged through construction. The project began
<br />and was completed on schedule with no project delays, contract amendments, change orders, or
<br />work stoppages, demonstrating how early conflict identification and coordinated permitting keep a
<br />multi-agency assignment on time.
<br />4.5.3 QUALITY CONTROL AND QUALITY ASSURANCE
<br />Quality control occurs throughout each assignment rather than only before final submission, and it is led
<br />independently. Raymond Rammo, PE, who is not responsible for producing the deliverables he reviews,
<br />sets the level of review appropriate to each task order based on its scope, complexity, and risk.
<br /> »Aligning quality expectations up front. At kickoff, Ross confirms the City’s explicit requirements
<br />(codes, standards, and contract deliverables) and its implicit expectations for the assignment, so that
<br />the delivered product meets both the professional standard of care and what the City actually expects.
<br />The most common source of client dissatisfaction is a gap between the two, and Ross closes it at the
<br />outset.
<br /> »Quality during design (process quality). Ross’s reviews confirm the design criteria, source
<br />information, survey data, calculations, modeling, plan-to-calculation consistency, utility coordination,
<br />permit requirements, interdisciplinary coordination, constructability, maintenance considerations,
<br />quantities, cost estimates, specifications, and bid items. At the 30%, 60%, 90%, and 100% milestones,
<br />Ross maintains a comment-resolution log identifying each comment, the responsible team member,
<br />the required action, the disposition, and verification of closure. Robert ensures comments are
<br />incorporated; Raymond confirms that significant technical and interdisciplinary matters are resolved
<br />before documents go to the City.
<br /> »Quality during construction (outcome quality). Quality control continues through submittal and RFI
<br />review, documentation of field observations, evaluation of proposed changes, coordination of design
<br />clarifications, punch-list preparation, and review of record drawings.
<br /> »What the reviews are designed to protect. In infrastructure work the leading trigger of claims, agency
<br />comments, and avoidable change orders is errors and omissions. Ross’ checking process is aimed
<br />squarely at preventing them and at delivering plans that are biddable and buildable, constructible,
<br />durable, operable, maintainable, accessible, and economical over their life cycle with the objective,
<br />being measurable attributes by which the quality of an engineering deliverable is judged. This
<br />continuous process reduces omissions, inconsistent documents, agency comments, field conflicts,
<br />redesign, and change orders, which protects the City’s schedule and budget as directly as it protects
