<br />2.1 Explanation of Why SGM Is Best Qualified and Item-by-Item Disclosure
<br />SGM Engineering, Inc. is exceptionally qualified to provide continuing electrical engineering
<br />services to the City of Sunny Isles Beach. Founded in 1991, SGM has more than 34 years of
<br />experience delivering electrical and multidisciplinary engineering services for municipalities,
<br />counties, public agencies, parks, public spaces, educational campuses, aviation facilities,
<br />emergency operations centers, public-safety facilities, utilities, and other infrastructure
<br />throughout Florida. SGM’s experience includes continuing-services contracts and task orders
<br />involving electrical studies, power distribution, emergency and standby power, lighting, fire alarm,
<br />telecommunications, security, technology systems, construction administration, inspection,
<br />commissioning, and closeout.
<br />SGM combines South Florida presence with the depth and specialized resources of a statewide
<br />engineering practice. The City will have access to Florida-licensed Professional Engineers,
<br />electrical designers, low-voltage and technology specialists, field inspectors, plans examiners,
<br />construction-administration personnel, commissioning professionals, and technical support staff.
<br />SGM’s in-house disciplines include electrical engineering, communications and technology
<br />systems, mechanical engineering, plumbing and fire protection engineering, commissioning,
<br />construction administration, field inspection, and quality assurance/quality control. This
<br />integrated structure enables SGM to evaluate existing conditions, coordinate multidisciplinary
<br />interfaces internally, identify conflicts early, and provide the City with one accountable and
<br />coordinated response.
<br />The proposed team provides a complete range of qualifications required for the City’s
<br />continuing electrical assignments. Justin Mundell, PE, RCDD, will serve as Project Manager
<br />and Electrical/Technology Lead. With 22 years of electrical engineering experience and 19
<br />years with SGM, he has managed design, permitting, construction services, field coordination,
<br />scheduling, cost control, quality assurance, and project closeout for public and private clients.
<br />His relevant experience includes continuing contracts for Orange County Government, the
<br />Cities of Orlando and Fort Lauderdale, and the Greater Orlando Aviation Authority, as well as
<br />emergency operations, fire-station, building-automation, access-control, video-surveillance,
<br />and electrical-upgrade projects.
<br />Manuel Hernandez, PE, will serve as the Local Electrical Lead and Engineer of Record. He brings
<br />18 years of experience and 11 years with SGM, with expertise in electrical service and feeder
<br />sizing, short-circuit, arc-flash and coordination studies, voltage-drop calculations, equipment
<br />layouts, fire alarm, telecommunications, field surveys, and multidisciplinary MEP coordination.
<br />His experience includes municipal, park, community-center, courthouse, public-safety, higher-
<br />education, and occupied-facility projects throughout Miami-Dade, Broward, and Palm Beach
<br />Counties, including Miami Beach, Miami, Fort Lauderdale, Hollywood, Oakland Park, and Florida
<br />International University.
<br />Mark Escott, PE, CxA, LEED AP, will provide independent electrical QA/QC and commissioning
<br />leadership. With 35.5 years of experience and 20.5 years with SGM, he brings advanced
<br />expertise in power distribution, emergency generators, UPS systems, grounding, surge and
<br />lightning protection, lighting, fire alarm, communications, security, controls, SCADA, and
<br />distributed-generation systems. His experience includes public-sector generator, data-center,
<br />transportation, school, health-care, courthouse, and municipal assignments, as well as project
<br />management, permitting, submittal review, field coordination, change evaluation, testing, and
<br />closeout.
