ELECTRICAL ENGINEERS <br />23 <br />Available <br />Service <br />SGM’s Understanding of the <br />Issues and Tasks <br />Typical Services and <br />Deliverables <br />Task-order scoping and <br />consultation <br />Assignments must begin <br />with a clear definition of the <br />City’s objective, available <br />budget, required completion <br />date, operational constraints, <br />stakeholders, and acceptance <br />requirements. <br />Scope confirmation, responsibility <br />matrix, work plan, deliverable list, <br />budget basis, schedule, decision <br />log, risk register, and communication <br />plan. <br />Records review and <br />existing-condition <br />investigation <br />Record drawings may be <br />incomplete or may not reflect field <br />conditions. Existing equipment <br />must be verified before design <br />assumptions are made. <br />Records review, site investigation, <br />equipment inventory, photographs, <br />field markups, verification of <br />ratings and capacities, condition <br />assessment, deficiency list, and <br />replacement priorities. <br />Electrical studies and <br />evaluations <br />Existing systems may require <br />confirmation of capacity, reliability, <br />safety, code compliance, <br />remaining service life, and ability to <br />support proposed improvements. <br />Load and capacity studies, <br />voltage-drop calculations, short- <br />circuit studies, protective-device <br />coordination, arc-flash evaluations, <br />grounding review, emergency- <br />power assessment, code analysis, <br />and recommendations. <br />Utility and agency <br />coordination <br />Electrical work may require early <br />coordination with Florida Power & <br />Light, communications providers, <br />the City, Miami-Dade County, <br />permitting authorities, and other <br />Authorities Having Jurisdiction. <br />Utility applications, service <br />coordination, design criteria <br />confirmation, permit matrix, agency <br />meetings, comment responses, and <br />approval tracking. <br />Power-distribution design <br />City facilities may require <br />upgrades to services, switchgear, <br />panels, feeders, grounding, surge <br />protection, metering, controls, <br />and related infrastructure while <br />remaining operational. <br />Calculations, one-line diagrams, <br />power plans, equipment schedules, <br />distribution modifications, demolition <br />and new-work requirements, <br />phasing, and temporary-power <br />provisions. <br />Emergency and standby <br />power <br />Generators and transfer systems <br />must support defined operational <br />loads, required runtime, fuel <br />strategy, severe-weather <br />performance, future expansion, <br />and safe maintenance. <br />Load analysis, generator sizing, <br />automatic or manual transfer-switch <br />design, emergency distribution, fuel- <br />system coordination, wind and flood <br />considerations, equipment layouts, <br />controls, and testing requirements. <br />2.2 Schedule of Proposed Services and Understanding of the City’s Needs <br />In accordance with Addendum No. 4, Question and Answer No. 26, the following schedule <br />identifies the services SGM has available to render to the City. The specific combination, <br />sequence, deliverables, and duration will be established with the City for each authorized task <br />order. <br />2. QUALIFICATIONS
