<br />SGM understands that each task order will have a different critical constraint. For one assignment,
<br />the controlling issue may be utility lead time; for another, it may be an outage window, a public
<br />event, coastal exposure, permit review, equipment procurement, or the need to keep a facility
<br />fully operational. SGM will identify the controlling constraints during scoping and incorporate
<br />them into the task-order work plan before design begins.
