<br />4. APPROACH / METHODOLOGY
<br />4.1 A Suitable Approach for Sunny Isles Beach
<br />SGM will tailor the level of effort to each assignment while applying the same controls every time. Work
<br />will begin only after the City's written authorization or Notice to Proceed. At kickoff, SGM will convert the
<br />task request into a confirmed scope, responsibility matrix, deliverable list, schedule, budget basis, decision
<br />calendar, risk register, and communication plan. This establishes the definition of done before production
<br />starts.
<br />1. Electrical first, fully coordinated. Power, lighting, emergency power, fire alarm, communications,
<br />and technology systems are led as one coordinated electrical package; SGM's in-house MEP/FP and
<br />commissioning resources resolve interfaces before they become field conflicts.
<br />2. Existing conditions before assumptions. Record drawings are a starting point, not a substitute for field
<br />verification. SGM documents service capacity, equipment condition, routing, clearances, operational
<br />constraints, and utility/AHJ requirements before selecting a solution.
<br />3. Decision-ready design. Every milestone identifies what changed, what remains open, the cost and
<br />schedule effect, the party responsible, and the date a City decision is needed.
<br />4. Operations-centered constructability. Designs account for outages, temporary power, phasing, public
<br />access, maintainability, coastal exposure, hurricane resilience, long-lead equipment, and safe work in
<br />occupied facilities.
<br />5. Open-platform technology coordination. IT fiber, access control, CCTV, security, and AV systems are
<br />coordinated with the City's existing platforms and standards so devices, pathways, power, networks, and
<br />responsibilities are complete and compatible.
<br />6. Complete digital handoff. SGM will provide coordinated electronic deliverables, record drawings, and
<br />task-appropriate 3-D renderings in the format established with the City for use in its 3-D database.
<br />4.2 Five-Phase Task-Order Methodology
<br />7. Mobilize and define. Acknowledge the request, identify the City's success criteria and stakeholders,
<br />review available records, confirm the limits of service, define submittals and acceptance criteria, identify
<br />permits/utilities, and develop the initial work breakdown structure. Output: confirmed scope, responsibility
<br />matrix, baseline schedule, decision log, risk register, and field-investigation plan.
<br />8. Study and report. Perform field investigation and the analyses appropriate to the assignment, such as load
<br />and capacity studies, condition assessments, photometrics, short-circuit/coordination/arc-flash studies,
<br />emergency-power evaluations, code review, technology-platform review, and life-cycle comparison of
<br />alternatives. Output: findings, recommended solution, preliminary cost, schedule implications, and City
<br />approval to proceed.
<br />9. Preliminary and final design. Advance the City-approved solution through 30, 60, 90, and 100 percent
<br />reviews. Update calculations, drawings, technical specifications, bid sheets, 3-D renderings when
<br />required, cost estimate, schedule, risk log, and comment matrix at each gate. Coordinate power, lighting,
<br />generators/ATS, fire alarm, IT/fiber, security, controlled access, CCTV, AV, MEP/FP, civil/site, architectural,
<br />structural, and utility interfaces applicable to the task.
<br />10. Permit, bid, and negotiate. Complete an agency pre-check, prepare permit support documents, track
<br />City and Miami-Dade comments to closure, respond to technical questions, and incorporate required
<br />revisions. Support pre-bid meetings, minutes, addenda through the City's Purchasing Administrator, bidder
<br />questions, bid evaluation, and award recommendation as authorized.
<br />11. Administer construction and close out. Attend required meetings and site observations; review RFIs,
<br />submittals, pay applications, substitutions, and change requests; document nonconforming work; and
<br />maintain the decision/change log. SGM will not authorize a cost, scope, or time change without the
