<br />City's prior written approval. Closeout includes testing/commissioning as applicable, punch lists, O&M
<br />and warranty review, record drawings, corrected CADD files, and lessons learned.
<br />SCALABLE BY DESIGN
<br />A small consultation may use the same controls in a concise form; a complex capital project uses the full
<br />set. The method is proportional, but accountability never changes.
<br />4.3 Overall Organization and Accountability
<br />The City's Project Manager will have one primary point of contact with authority to coordinate SGM's
<br />complete response. Technical production, quality review, and executive escalation are separated so
<br />responsibilities remain clear and no individual is asked to approve his or her own work.
<br />12. City direction enters once. Justin receives and confirms direction from the City's Project Manager,
<br />records it in the decision/action log, and assigns it to the responsible lead.
<br />13. Quality review is independent. Mark reviews milestone deliverables but does not replace the producer's
<br />self-check or the EOR's professional responsibility.
<br />14. The City retains decision authority. SGM will not treat informal field discussions as authorization for
<br />scope, cost, or schedule changes. Decision items are documented for the City's Project Manager.

<br />Principal-in-Charge / Contract Executive - Bobby Shahnami, PE, CxA, LEED AP BD+C
<br />Executive commitment, resource authority, contract continuity, and escalation for unresolved service or
<br />complaint issues.
<br />Project Manager / Electrical & Technology Lead - Justin Mundell, PE, RCDD
<br />Single point of contact; scope, schedule, budget, communication, coordination, risk, and final delivery
<br />accountability.
<br />Deputy PM / Local Electrical Lead / EOR - Manuel Hernandez, PE
<br /> Miami-area response, field and AHJ coordination, technical leadership, code compliance, and signed/
<br />sealed electrical deliverables.
<br />Independent QA/QC Lead - Mark Escott, PE, CxA, LEED AP
<br /> Independent review of power, emergency systems, lighting, technology, constructability, interdisciplinary
<br />coordination, and comment closure.
<br />Electrical / Low-Voltage Production & Constructability - Craig Thompson, PE; Jeremy Neely
<br /> Calculations, design production, cost input, existing-condition validation, power/lighting/fire alarm/
<br />telecom/security coordination, and CA support.
<br />Field / CA / Commissioning - Scott Gillen; Nassi Rahbari, CxA
<br /> Site observations, submittal/RFI support, testing and commissioning coordination, punch list, closeout, and
<br />record-document verification.
<br />HOW WORK MOVES THROUGH THE ORGANIZATION
<br />15. Technical work has a named owner. Each work-package owner is responsible for scope, interfaces,
<br />due dates, and completion evidence; Manuel resolves local/AHJ matters and acts when the PM is
<br />unavailable.
<br />16. Resources scale without changing accountability. Justin conducts a weekly workload review across
<br />active task orders, pulls from SGM's in-house technical bench when needed, and maintains the named
<br />team. Any proposed personnel substitution will be submitted for City approval.
<br />4.4 Ability to Meet Desired Timelines and Deadlines
<br />SGM treats the task-order completion date as a controlled outcome, not a date placed at the end of
