RFQ # 26-07-01 CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) <br />DISCIPLINE CATEGORY #4. ELECTRICAL ENGINEERS <br />49 <br />a bar chart. The Project Manager builds the schedule backward from the required completion date, <br />identifies the critical path, reserves internal QA/QC time before each City submittal, and makes City review <br />and decision dates visible. The baseline includes field access, utilities, permitting, procurement, long- <br />lead equipment, outage windows, public/Commission meetings, bidding, construction, and closeout as <br />applicable <br />SCHEDULE CONTROLS THAT PROTECT THE DEADLINE <br />17. Resource-loaded planning. Named staff and effort are assigned to each activity; the PM checks <br />competing commitments before accepting dates. <br />18. Rolling three-week look-ahead. Near-term field access, decisions, reviews, utilities, and permit actions <br />are confirmed before they become critical. <br />19. Internal freeze and QA window. Production is frozen early enough for independent review, correction, <br />and EOR release before the City's deadline. <br />20. Early-warning trigger. Any forecast threat to a milestone is reported with options; SGM does not wait <br />until a due date is missed. <br />21. Recovery hierarchy. First resequence independent activities, then add qualified staff, increase review <br />frequency, and use approved extended-hours support. Scope or milestone changes are used only with <br />City approval. <br />4.5 Work Plan for Meeting Established Deadlines <br />The following work plan will be adapted to each task order and incorporated into the approved schedule. <br />It links every phase to a tangible control and an explicit City interface. <br />Service Event SGM Target / Cadence Control <br />Task-order request received Same-business-day acknowledgment Request logged; Project Manager and appropriate technical lead assigned. <br />Scope alignment Kickoff or scoping target within two busi-ness days Objectives, constraints, deliverables, City decisions, and field access confirmed. <br />Initial work plan Target within three business days after scope confirmation Baseline schedule, responsibility matrix, decision dates, risk register, and communi-cation cadence established. <br />Progress control Weekly written update and three-week look-ahead Completed work, next steps, decisions, risks, budget status, schedule status, and recovery actions documented. <br />City coordination Weekly or biweekly, as directed Action log and decision log updated after each meeting. <br />Milestone risk Immediate notice when forecast; recovery plan within two business days Cause, affected path, available float, op-tions, added resources, revised sequence, and required City decision identified. <br />Work-Plan Step SGM Action Control / Output City Interface <br />1. Request and authorization Acknowledge the request; confirm that no work begins before written authorization or Notice to Proceed. <br />Request log and assigned Project Manager and technical lead. <br />Confirm urgency, authorized scope-development effort, and point of contact.
