<br />2. Kickoff and scope validation Define goals, stakeholders, success criteria, deliverables, acceptance requirements, budget basis, schedule, and communications. For complex assignments, conduct an Owner’s Project Requirements and design-criteria workshop.

<br />Complete a bid-ready package; perform detailed constructability, code, cost, schedule, commissioning, coastal-resilience, and independent QA/QC reviews. Conduct a formal interdisciplinary-review out-brief for complex assignments.
<br />90-percent package, QA/QC record, permit pre-check, detailed estimate, schedule update, assigned corrective actions, and closed comment matrix.
<br />Resolve final scope and bid and permit decisions.
<br />7. 100%/permit/bid Close all comments; complete Engineer of Record review and signatures and seals; submit for permits; and support procurement and addenda.

<br />8. Construction administration Review RFIs, submittals, pay applications, changes, field conditions, testing, commissioning, and schedule effects.
