Kickoff and scope validation Define goals, stakeholders, success criteria, deliverables, acceptance requirements, budget basis, schedule, and communications. For complex assignments, conduct an Owner’s Project Requirements and design-criteria workshop. <br />Scope matrix, work breakdown structure, responsibility matrix, baseline schedule, decision log, and, when applicable, Owner’s Project Requirements. <br />Approve scope, priorities, performance criteria, decision dates, review durations, and meeting cadence. <br />3. Existing conditions and risk <br />Review records; prepare the asset inventory and inspection checklist; field verify equipment, ratings, capacities, condition, routing, clearances, and access; and coordinate utilities, operations, code and AHJ requirements, technology platforms, coastal exposure, flood conditions, and resilience requirements. <br />Existing-condition asset inventory, photographs, field markups, calculations, prioritized deficiencies, risk register, and permit matrix. <br />Validate operational constraints, outages, stakeholders, observed discrepancies, and preferred alternatives. <br />4. 30% concept/preliminary Develop alternatives and the recommended basis of design; prepare the preliminary estimate and schedule update. <br />30-percent package, alternatives and life-cycle comparison, estimate, and updated risks. <br />Select the solution and close concept-level comments before further development. <br />5. 60% design development Advance calculations, layouts, one-lines, controls, specifications, commissioning requirements, coastal-resilience measures, and cross-discipline interfaces. <br />60-percent package, coordinated model and drawings, estimate reconciliation, schedule update, and comment log. <br />Confirm systems, equipment strategy, City standards, and unresolved decisions. <br />6. 90% construction documents <br />Complete a bid-ready package; perform detailed constructability, code, cost, schedule, commissioning, coastal-resilience, and independent QA/QC reviews. Conduct a formal interdisciplinary-review out-brief for complex assignments. <br />90-percent package, QA/QC record, permit pre-check, detailed estimate, schedule update, assigned corrective actions, and closed comment matrix. <br />Resolve final scope and bid and permit decisions. <br />7. 100%/permit/bid Close all comments; complete Engineer of Record review and signatures and seals; submit for permits; and support procurement and addenda. <br />Issued package, permit log, bid and RFI log, final pre-bid estimate, and approved baseline or updated schedule. <br />Accept documents; authorize permit and bid actions and all formal changes. <br />8. Construction administration Review RFIs, submittals, pay applications, changes, field conditions, testing, commissioning, and schedule effects. <br />Construction-administration log, site reports, recommendation records, change log, deficiency log, and updated forecast. <br />Approve changes, payments, corrective actions, and milestone decisions. <br />9. Closeout and improvement Verify punch-list completion, final permit approvals and cards, testing and commis-sioning reports, operator training records, operation and maintenance manuals, war-ranties and responsible contacts, record drawings, corrected CADD files, three-di-mensional data, and the status of changes and allowances. <br />Accepted closeout matrix and document set, com-pleted training and testing records, warranty log, com-plaint and issue closure, and performance summary. <br />Confirm final accep-tance and carry lessons into the next task order.
