ELECTRICAL ENGINEERS <br />51 <br />4.6 Cost Control and Value Engineering <br />Cost control begins when scope is defined and continues through closeout. SGM will prepare a transparent <br />basis of estimate using quantity takeoffs appropriate to the design stage, current RSMeans/Means Cost <br />Data, actual costs from comparable South Florida work, vendor input for major or long-lead equipment, <br />and documented assumptions for phasing, escalation, contingencies, permitting, testing, temporary <br />systems, and operational constraints. <br />22. Establish the target. Confirm the construction budget, funding constraints, alternates, allowances, <br />and items outside the construction contract at kickoff. <br />23. Reconcile every milestone. At 30, 60, 90, and 100 percent, compare the current estimate with both <br />the approved budget and prior estimate; explain quantity, price, scope, escalation, and contingency <br />movement. <br />24. Escalate early. If a forecast exceeds available funds, immediately notify the City's Project Manager <br />and present options with first cost, life-cycle cost, energy, maintainability, schedule, resiliency, and <br />operational impacts. <br />25. Protect function and quality. Value engineering is a documented decision process, not indiscriminate <br />scope reduction. The City approves accepted/rejected options and the reason for each decision. <br />26. Control construction cost. Track allowances, substitutions, RFIs, proposed changes, and forecast-to- <br />complete; identify whether a change is owner-driven, unforeseen, code/AHJ, contractor, or design- <br />related. <br />DEMONSTRATED ESTIMATE AND SCHEDULE PERFORMANCE <br />SGM's prior submitted project records report the following comparable electrical results. The variance <br />shown is the difference between the documented project budget/estimate and actual construction <br />cost. <br />Value strategy in action For the Northwest Transportation Compound, SGM integrated an owner-furnished <br />300 kW generator with targeted 800A ATS and distribution modifications, retained critical fueling and <br />communications, and included future expansion provisions.
