<br />OVERALL APPROACH
<br />SRS will approach this contract as an extension of City staff. Each assignment will begin with a clear understanding
<br />of the City’s objectives, constraints, stakeholders, available budget and expected schedule. We will confirm
<br />scope, data needs, deliverables and review milestones before beginning design or technical work. For on-call
<br />assignments this early project definition is critical, because many tasks must move quickly while still maintaining
<br />quality, permitting compliance and proper documentation.
<br />Our philosophy is to produce designs that are feasible, economical, functional and readily constructible. We
<br />evaluate existing conditions, utility conflicts, drainage performance, tidal and groundwater influence, access,
<br />right-of-way constraints, regulatory requirements, maintenance needs and public impacts early in the process,
<br />so that design issues are resolved before they become construction issues.
<br />OVERALL ORGANIZATION TO COMPLETING THE WORK
<br />SRS will manage the work as prime consultant and will be responsible for coordinating all sub-consultants,
<br />specialty disciplines and deliverables. Roles are fixed for the term of the contract:
<br /> PRINCIPAL-IN-CHARGE: Contract oversight, client satisfaction, dispute resolution and final QA review.
<br /> ASSIGNED PROJECT MANAGER: Day-to-day management, scope control, schedule, budget, sub-
<br />consultants, deliverables and reporting; the City’s single point of contact.
<br /> PROJECT ENGINEERS AND DESIGNERS: Technical analysis, design calculations, plans, specifications,
<br />permitting responses and cost estimates.
<br /> SURVEY GROUP: Boundary and topographic survey, control, elevation certificates, and as-built survey.
<br /> CONSTRUCTION MANAGERS AND INSPECTORS: Field observation, documentation, pay application
<br />input, change order support and closeout assistance.
<br /> SUB-CONSULTANTS: Traffic, structural, MEP, landscape, geotechnical, environmental and other specialty
<br />disciplines as needed.
<br />WORK PLAN — TASK ORDER METHODOLOGY
<br />STEP 1: ASSIGNMENT INTAKE AND SCOPE CONFIRMATION: Upon receiving a request from the City, the
<br />Principal and/or Project Manager meets with City staff to confirm the objective, background information,
<br />available studies or record drawings, regulatory constraints, stakeholder concerns, anticipated deliverables,
<br />desired schedule and budget expectations. SRS then prepares a written work order scope (proposal) identifying
<br />tasks, meetings, deliverables, assumptions, schedule milestones, sub-consultant needs and fee basis. Nothing
<br />proceeds until the City accepts that scope.
<br />STEP 2: MANPOWER PLANNING AND RESOURCE ALLOCATION: Staff are assigned based on project type
<br />and urgency, and current workload is reviewed before accepting each assignment so that the proposed schedule
<br />is achievable.
<br />STEP 3: DATA COLLECTION AND EXISTING CONDITIONS: Survey, record research, utility coordination and
<br />SUE, and geotechnical investigation are front-loaded. On a barrier island this is where the money is saved: the
<br />majority of change orders on coastal roadway and drainage projects trace back to utility and groundwater
<br />conditions that were not established before design.
<br />STEP 4: DESIGN AND MILESTONE REVIEWS: Design proceeds to the 30, 60, 90 and 100 percent submittals
<br />or as required by City, with a City review at each and an updated opinion of probable construction cost at each.
<br />STEP 5: PERMITTING: Pre-application coordination with each reviewing agency precedes formal submittal.
<br />Comment response logs document how every City and agency comment was resolved.
<br />STEP 6: BID PHASE: Bid documents, pre-bid conference attendance and minutes, addenda through the City’s
<br />Purchasing Administrator, bid evaluation and award recommendation.
<br />STEP 7: CONSTRUCTION PHASE: Preconstruction meeting, submittal review, RFI response, field observation
<br />and inspection, progress meetings, pay application review, change order analysis, testing coordination, punch
<br />list, as-built CADD and closeout documentation.
