4. APPROACH/METHODOLOGY
62SRS Engineering, Inc.• RFQ No. 26-07-01
4. APPROACH/METHODOLOGY _______________
VALUE ENGINEERING EXAMPLES:
„MIAMI-DADE WATER AND SEWER DEPARTMENT,
FEASIBILITY STUDIES FOR PUMP STATIONS 315, 20, 33, 34,
38 AND 41: The original scope was to find feasible relocation
sites for each station. SRS instead redesigned the systems
and eliminated three of the pump stations entirely, producing
significant capital and long-term operating savings for WASD
without reducing service (2022).
„CITY OF HIALEAH, E 10TH–12TH AVENUE: Early
contamination assessment and DERM pre-approval avoided
redesign and re-permitting costs during full design (2025).
„CITY OF SOUTH MIAMI, SANITARY SEWER MASTER PLAN:
Dividing a citywide program into 12 prioritized subarea plans
against an identified approximately $46.8M of improvements
let the City sequence work to available funding rather than
committing to a single large capital event.
QUALITY CONTROL AND QUALITY ASSURANCE
Quality control is built into the project workflow rather than treated as a final check. SRS assigns a technical
reviewer who was not the primary preparer of the deliverable to review calculations, plans, specifications,
permitting documents and construction phase recommendations. QA/QC reviews evaluate technical accuracy,
constructability, completeness, consistency between disciplines, compliance with City requirements, and
conformance with applicable codes and standards. Mr. Serralta provides the final quality-assurance review on
every deliverable requiring a professional seal.
„Confirm scope and design criteria at project kickoff.
„Use discipline-specific checklists for design, drainage, utility, roadway, site/civil, survey and construction
phase reviews.
„Perform senior technical review before every major submittal to the City or a permitting agency.
„Coordinate interdisciplinary reviews so civil, survey, structural, MEP, traffic, landscape, geotechnical and
environmental information is consistent, using common base files, benchmarks, utility data, right-of-way
data and permit assumptions.
„Maintain comment response logs documenting how City and agency comments were resolved.
„Review opinions of probable construction cost at each design milestone.
TIMELY REPORTING AND COMMUNICATION
SRS provides concise progress updates at an interval appropriate to each task. For active design assignments,
updates include percent complete, work performed, outstanding information needs, upcoming deliverables,
schedule risks, permit status and decisions required from the City. For construction phase assignments, updates
include field observations, RFIs, submittals, pay applications, change order issues, testing status, nonconforming
work and closeout items. We see the big p ic t u r e We kno
w t
h
e

p
r
ocess We are creative We get the job doneOUR PHILOSOPHYOUR PHILOSOPHY
