SECTION 4 — APPROACH / METHODOLOGY This section presents TEC's approach to project management — cost control, scheduling, and quality assurance / quality control (Evaluation Criterion 3) — and the delivery methodology TEC applies to General Civil and CEI Work Orders, including the firm's communication and complaint-handling protocols required by RFQ Section 5.0(4). The Work-Order Lifecycle (RFQ §3.4 Phases) TEC delivers continuing-services work through a disciplined, repeatable task-order process refined on 150 MDWASD task orders and TEC's current municipal continuing contracts: •1 — Scoping & Fee. Within 48 hours of a City request, TEC walks the site, confirms objectives with the City Project Manager, and returns a written scope, level-of-effort fee (within the contract's not-to-exceed rates), deliverables list, and schedule. •2 — Study / Preliminary Phase. Data collection, survey and geotechnical coordination, alternatives analysis, basis- of-design memoranda, and preliminary OPCC — with up to ten (10) copies of any report furnished per RFQ §3.4. •3 — Design Phase. 30/60/90/100% milestone submittals in the latest version of AutoCAD; interdisciplinary QA/QC and constructability review at each gate; OPCC update at each gate; permit applications prepared and negotiated (DERM/RER, MDWASD, FDEP, SFWMD, FDOT D6, City Building). •4 — Bidding Assistance. Bid documents and technical specifications, pre-bid conference support, addenda, bid tabulation and responsiveness review, and a written award recommendation. •5 — Construction / CEI & Closeout. Contract administration, RPR inspection, materials testing verification, pay- application and schedule review, substantial/final inspections, as-built verification, and a complete closeout record — the City's defense file for the life of the asset. Cost Control Estimates that hold. TEC builds quantity-based opinions of probable construction cost with current South Florida unit pricing and documented basis-of-estimate notes — prepared by a dedicated estimator (Zane Hoppes) and reconciled at the 30/60/90/100% gates so scope growth is caught on paper, never in the field. During construction, TEC independently verifies pay-application quantities, maintains a change-order log with independent cost checks, and manages contingency drawdown transparently. Track record. Since the firm's inception, every TEC project has been delivered on or under budget. The City can verify this directly with the references listed in Section 5 and with the client contacts identified on each Project Description Form. Value engineering. On the Seminole Tribe of Florida roundabout program, TEC's redesign and re-packaging saved $58,000 and increased contractor bid participation from 50% to 75% — the practical measure of documents that are both economical and biddable. Scheduling TEC develops and maintains critical-path (Primavera P6) schedules for design and construction phases, ties every task order to milestone dates agreed with the City at NTP, and manages contractor schedules through monthly CPM reviews and two-week look-aheads. Slippage triggers a written recovery plan — resequencing, added crews, or scope adjustment — presented to the City with cost/schedule trade-offs before float is consumed. TEC establishes realistic, mutually agreed durations at every Notice to Proceed and manages to them daily — the discipline that protects both parties under the contract's liquidated-damages provision (Addendum No. 8). Because TEC's office is minutes away, schedule risk is confronted at the site, the day it appears.
