Quality Assurance / Quality Control <br />Design QA/QC. Every deliverable receives an independent senior review by a professional not on the production <br />team, a discipline-specific checklist review, and an interdisciplinary conflict check before it carries the Engineer's seal. <br />Comments are logged and closed in writing. <br />Construction QA — Three-Phase Control. For each definable feature of work (drainage structure, water main, <br />subgrade, base, asphalt, pump station element), TEC applies the Three-Phase Control methodology refined on its <br />USACE and SFWMD programs: a Preparatory phase (submittals, materials, crew qualifications, testing plan, <br />acceptance criteria documented before work starts); an Initial phase (first production work inspected and the <br />workmanship standard set); and a Follow-Up phase (continuous or daily inspection, witnessed testing at specified <br />frequencies, and every deficiency tracked to closure before cover-up). Materials sampling and testing are verified <br />against specification frequencies with NV5 laboratories, and results are filed in the daily record. <br />Communication & Complaint-Handling Protocols (RFQ §5.0(4)) <br />•Single point of accountability. Omar Herrera, PE is the City's contract-level contact; each Work Order names one <br />TEC task manager. Any City request is acknowledged within 24 hours with an action plan. <br />•Meeting cadence & reporting. Kickoff at every NTP; progress meetings at the City's preferred frequency with <br />minutes issued within 24 hours; a monthly one-page status report per active Work Order (scope, schedule, <br />budget, issues, next actions). <br />•Resident and stakeholder complaints. Every complaint received in the field is logged the same day (complainant, <br />location, issue, photos), assigned an owner, and resolved or escalated with a written response; the log is reported <br />to the City Project Manager weekly and closed items are verified in the field. On construction projects, TEC posts <br />contact signage so residents reach TEC — not a voicemail. <br />•Transparent records. Daily reports, photo logs, RFI/submittal registers, and testing results maintained in e-Builder <br />/ Autodesk Construction Cloud with City read access — no information asymmetry between consultant and client. <br />Discipline Approach — General Civil Engineering (No. 3) <br />Sunny Isles Beach's civil work is coastal work: tidally influenced outfalls, king-tide flooding, high groundwater, <br />saltwater exposure, and constrained staging on the Collins Avenue corridor. TEC's approach starts with drainage <br />hydraulics that respect tailwater reality — including the RFQ's identified conversion of gravity stormwater wells to <br />pressurized wells with pumps, where TEC brings direct pump-assisted-drainage experience from SFWMD's S-27/S-29 <br />coastal resiliency stations and municipal exfiltration/outfall programs. Water and sewer assignments follow MDWASD <br />standards TEC's Principal helped administer; NPDES/SWPPP compliance is led by an FDEP-qualified stormwater <br />inspector; roadway and streetscape designs are produced in Civil 3D with Vehicle Tracking turning analyses and MOT <br />plans suited to an arterial beachfront corridor; and structural and MEP components are engineered in-house under <br />TEC's Miami-Dade Technical Certifications 11.00, 12.00, and 13.00. Permitting strategy is mapped at the scoping walk <br />— DERM/RER, MDWASD, FDEP, SFWMD, FDOT D6 — so review cycles run in parallel, not in series. <br />Discipline Approach — Construction Engineering & Inspection (No. 8) <br />TEC staffs CEI with CTQP-certified inspectors under the responsible charge of a Florida PE experienced in construction <br />engineering inspection (RFQ §3.2(8)). Coverage is sized to the contractor's actual crews — full-time RPR presence for <br />utility, drainage, and roadway operations; specialty inspection for structural, building, plumbing, mechanical, <br />electrical, and roofing elements per the Florida Building Code; and surge inspectors for concurrent operations. The <br />inspection record — daily reports with photographs, quantities, labor/equipment, testing results, MOT observations, <br />and safety notes — is contemporaneous and defensible, because it is the document set the City will rely on at pay <br />application, at claim, and at warranty.
