<br />Project Overview
<br />The City of North Miami Beach engaged TEC as its prime consultant for Engineering Staff Augmentation in support of the
<br />Public Works Department — an embedded, task-order engagement covering five primary disciplines: transportation
<br />engineering; stormwater evaluations, design, and MS4/NPDES compliance support; environmental support; utility
<br />assessment and repair management; and construction management and inspection. TEC functions as an extension of City
<br />staff, coordinating daily with Public Works, Police, Fire, Planning & Zoning, and IT, as well as County and State agencies and
<br />private utilities.
<br />TEC serves as Project Manager or Project Engineer on multiple priority capital projects concurrently — including the Texas
<br />U-Turn improvements (coordinating the design consultant, Miami-Dade County, and FDOT), the Highland Village Traffic
<br />Calming program, the NE 164th/168th/171st Street improvements, NE 10th Avenue, and a new roundabout — while
<br />delivering standardized program controls: GIS-based project tracking, opinions of probable cost, grant support, and monthly
<br />progress reporting that give City leadership real-time visibility across the entire Public Works portfolio.
<br />Scope of TEC Services
<br />•Construction drawings and specifications for roadway, drainage, and utility improvements across multiple corridors
<br />•Conceptual and preliminary stormwater design — pipes, inlets, swales, exfiltration systems, outfall modifications, and flap
<br />gates
<br />•MS4/NPDES compliance support: SOP development, inspection protocols, reporting, and co-permittee coordination with
<br />Miami-Dade County and FDEP
<br />•Regulatory permitting with SFWMD, FDEP, USACE, FDOT, and Miami-Dade County
<br />•Traffic calming evaluations, corridor and intersection reviews, Complete Streets and roundabout concept development,
<br />TTC/MOT plans
<br />•CEI: on-site inspection, daily reports and photo documentation, pay-application verification, RFI/submittal/change-order
<br />review, punch lists, and as-built coordination for GIS updates
<br />•Planning-level OPCCs, grant/funding narratives, and presentations to City leadership
<br />Relevance to the City of Sunny Isles Beach (Civil No. 3 / CEI No. 8)
<br />•Same delivery model. A municipal continuing/task-order contract identical in structure to this RFQ — scoped, staffed, and
<br />delivered by the same TEC team proposed here.
<br />•Both disciplines, live. Concurrent civil design and CEI across transportation, stormwater, and utility projects for a coastal
<br />Miami-Dade city minutes from Sunny Isles Beach.
<br />•Criterion-3 controls in production. The cost-control, scheduling, QA/QC, and reporting systems described in Section 4 operate
<br />on this contract today.
<br />•MQR-2 / MQR-3 project. One of the five MQR #2 prime government contracts, with a signed City Reference Questionnaire at
<br />Appendix D.
