He is proficient in the <br />use of a variety of traffic engineering software applications including HCS, <br />SYNCHRO, and SIDRA; and familiar with VISSIM. Mr. Allu is intimately familiar with <br />National and Local Agency publications such as MUTCD, Highway Safety Manual <br />(HSM), FHWA Signal Timing Manual, the FDOT Traffic Engineering Manual and <br />MUTS, HSIP Guidelines, the FDOT LOS Handbook, Project Traffic Forecasting <br />Handbook, Interchange Handbook, and Manual on Intersection Control Evaluation. <br />He has conducted numerous traffic operations and safety studies as the lead <br />engineer for the FDOT and has a thorough understanding of the various stages of <br />the traffic/safety studies from conception of studies to development of recommended <br />improvements and their implementation whether they are relatively simple <br />signing/pavement marking improvements or relatively large projects that have been <br />programmed into the FDOT work program. In addition, as Project Manager on a <br />FDOT engineering studies and reviews contract, Mr. Allu led the review efforts for <br />several traffic engineering studies, PD&E studies, Preliminary Engineering Reports <br />(PER), and various Strategic Miami Area Rapid Transit (SMART) Plan studies. <br />Project Experience <br />Countywide Intersection Improvements Prioritization Study, Broward County. <br />Project Manager for this ongoing contract to develop a prioritized program of <br />approximately 30 intersection improvement projects through a structured long-listing <br />and short-listing process applied to more than 1,400 signalized intersections <br />countywide. The prioritization methodology leveraged readily available safety, <br />mobility, multimodal, and socioeconomic data to evaluate and rank candidate <br />locations. Typical recommended improvements include intersection operational <br />enhancements, addition of turn lanes, milling and resurfacing, signing and <br />pavement marking upgrades, drainage improvements, lighting upgrades, and traffic <br />signal modifications. Project <br />Manager and Lead Traffic Engineer responsible for traffic operational/safety studies <br />and safety reviews that included crash analyses, intersection/corridor operational <br />analyses, and field reviews to identify site-specific issues related to high crash study <br />locations. Developed reports with recommendations to reduce the crash potential <br />at the study locations. Studies included Key West Crosswalks Evaluation, Alton Rd <br />between NW 44 St and NW 47 St; ped studies on SR 9 and SR 944; CO identified <br />ped priority corridor studies along NW 27 Ave and NW 103 St. Also, worked with <br />the FDOT on network screening using the Highway Safety Manual (HSM) <br />methodology for identification of top locations for each emphasis area in the Florida <br />Strategic Highway Safety Plan (SHSP). Conducted preliminary safety studies for <br />several intersections identified under the Safe Strides 2 Zero program.
