counts data. Adjustments include volume delay curves, capacities, facility types and free flow speeds. Drafted the Model Description
and Validation Reports. The goal was to develop the CFRPM, v7.0 based on 2015 base year data such as traffic counts, the road
network, and census data. The final base year model met the FDOT validation criteria. (Contact: Jason Learned; Telephone: 386-
943-5320; Start/End Date: 04/2019-03/2021).
South Florida Commuter PNR Model Development, FDOT District 4. Task Manager for developing a transit specific commuter
park-n-ride (PNR) model for FDOT District 4 and analyzing potential express bus short-term service plans which covers six counties
in South Florida. Managed technical support and developed models in CUBE and ArcMap to merge networks, skim files, trip tables,
transit line files, and TAZ shapefiles from SERPM8 and TCRPM5. Calibrated the model using the latest I-95 Express Bus on-board
surveys and validated/tested with the newly proposed Express Bus routes. Prepared the User’s Guide and Model Calibration and
Validation Report. (Contact: Khalilah Ffrench; Telephone: 954-677-7898; Start/End Date: 04/2019-02/2020).
Districtwide Traffic Forecasting and Analysis Support, FDOT District 4. Project Manager responsible for professional planning
and engineering services of traffic forecast and analysis to support the FDOT’s projects of Planning, PD&E, Design, IAR, and Concept
Development. Supervised traffic data collection, traffic forecast and capacity analysis, IAR development, conceptual design
preparation, feasibility studies, and documentation reviews. Prepared/reviewed data collection and traffic forecasting/analysis as
pre-work for PD&E studies and design projects. Prepared scope of services and negotiated fee estimate for job cost accounted work
orders, coordinated with Design project managers for funding, schedule and deliverables, produced and reviewed project traffi c and
deliverables. (Contact: Cesar Martinez; Telephone: 954-777-4653; Start/End Date: 01/2016-04/2019).
Districtwide Urban Model Development and Support (SERPM 7.0-8.0 & TCRPM 4.0-5.0), FDOT District 4. Project Manager
responsible for professional services provided by consultants to develop the Southeast Florida Regional Planning Model (SERPM)
and Treasure Coast Regional Planning Model (TCRPM) for the R/LRTP updates in terms of needs plan and cost feasible plan. The
model was the first activity-based model in the southeast Florida. The project included issuing task work order, reviewing project
deliverables, processing invoices, coordinating with Miami-Dade, Broward, Palm Beach, Martin, St. Lucie, and Indian River MPOs,
tracking project progress, holding project meetings, and providing technical support. (Contact: Shi-Chiang Li; Telephone: 954-777-
4655; Start/End Date: 05/2013-04/2019).
Districtwide Traffic Operations & Safety Contract, FDOT District 4. Project Engineer responsible for GIS analysis to
systematically identify locations with crash patterns that can be reduced or eliminated through the implementation of safety
countermeasures. Provided in-house support to develop a set of GIS tools (GIS cluster analysis) to identify safety study locations
with specific crash patterns; identified spots and/or roadway segments that meet certain conditions based on crash data; reviewed
collision diagrams and hard copies; conducted crash analysis to identify crash patterns, summarized findings and recommendations,
developed concept drawings, also prepared plans review, preliminary cost estimate, estimated crash reduction, benefit/cost ra tio
and NPV for the proposed improvements. (Contact: Felix Delgado; Telephone: 954-777-4435; Start/End Date: 2012-2013).
Districtwide Traffic Operations & Safety Contract, FDOT District 6. Project Engineer responsible for traffic operational/safety
studies and safety reviews that included crash analyses, intersection/corridor operational analyses, concept development, fatal crash
review and field reviews to identify site-specific issues related to high crash study locations. Developed reports with
recommendations to reduce the crash potential at the study locations and identified pedestrian/bicycle study locations using GIS
cluster analysis tool and conducted plans and ERC reviews. (Contact: Misleidys Leon; Telephone: 305-470-5335; Start/End Date:
2012-2013).
Districtwide Traffic Operations Studies, FDOT District 4. Project Engineer responsible for on-site support for the District 4 Traffic
Operations Office to perform various traffic operations tasks, roadway plan reviews, conduct field visits and coordinate with agencies
such as MPOs and other government entities. The project included spot speed study, delay study, pedestrian crossing study,
intersection and arterial qualitative assessment, safety study, corridor analysis, signal warrant analysis, crash analysis and summary,
signal timing and phasing optimization, traffic studies review, RCI Application, and GIS support for Traffic Studies & Regulations,
Safety, and TSM&O Sections. (Contact: Teresa O’Connor; Telephone: 954-777-4623; Start/End Date: 2007-2012).
