Page | 1 <br /> <br /> <br /> <br /> <br /> Senior Engineer I <br /> <br /> <br /> <br />Mr. Zhao has over 17 years of experience in Transportation Planning and Traffic <br />Engineering. He is a proactive and responsive Project Manager who has led traffic <br />tasks that support planning, PD&E, Design, IAR, and Concept Development projects <br />for FDOT. His proficiency in the traffic analysis software, demand software <br />packages, and statistical software packages for data analytics helps ensure that <br />projects will be performed efficiently and within the client’s specifications. One <br />characteristic that makes Mr. Zhao distinctive is his knowledge of both travel model <br />development and traffic procedures and guidelines. He had a leading role in the <br />development of the activity-based model in the southeast Florida region. His <br />previous experience includes managing planning and engineering services provided <br />by consultants such as traffic forecast and analysis as well as model development <br />to support FDOT’s projects of planning, PD&E, Design, IAR and others. <br />Project Experience <br />Districtwide Traffic Engineering Studies & Engineering Reviews, FDOT District 6. Lead Traffic Engineer responsible for engineering reviews contract that included <br />review of traffic studies, PD&E studies, MOT reviews, traffic impact studies, SMART <br />plan studies, safety studies, pedestrian studies, signalization plans, IARs, and <br />intersection/arterial analyses through interfaces such as OSP and ERC. Task <br />Manager responsible for development and implementation of the new signal timing <br />plans that enhance mobility on arterial roadways. Led the development of a <br />thorough and repeatable methodology to identify and prioritize corridors for updated <br />signal timing and prioritization matrix template including definitions, scoring and <br />formulas, data collection and process for the prioritization matrix. Task Manager responsible for <br />traffic forecasting task. Developed the traffic projections for potential extensions of <br />the future WAVE streetcar in downtown Fort Lauderdale to the intersection of <br />Broward Blvd/SR 7. Included AADT projections by alternative using SERPM 8 and <br />future peak hour turning movements utilizing TMTool for 20 signalized intersections <br />along Broward Blvd. between Broward Transit Terminal and SR 7.
