Page | 1 <br /> <br /> <br /> <br /> <br /> Senior Engineer I <br /> <br /> <br /> <br />Mr. Melendez has 27 years of diverse experience in the planning, design, <br />construction, and maintenance of transportation and civil projects of varying scale. <br />Mr. Melendez spent 6 years with the Florida Department of Transportation (FDOT) <br />where he completed the Professional Engineer Training Program; spending <br />weighted amounts of time in each division, then specializing in roadway design. He <br />elevated to assistant design section leader, led technical users groups, conducted <br />training events, and presented at industry conferences. While with FDOT, he <br />completed multiple projects as lead designer, preparing plans, specifications, <br />estimates while also coordinating public involvement and handling post design <br />support during construction. For 5+ years, Mr. Melendez was a senior manager with <br />Broward County’s Highway & Bridge Maintenance Division (HBMD), further <br />expanding his engineering and management capabilities. While with Broward <br />County, he was a go-to person for managing a challenging capital construction <br />project, asset management, emergency recovery operations, FEMA reporting, <br />Surtax planning, GIS applications development, and consultant management in <br />addition to his supervisory role. While not working for government agencies, Mr. <br />Melendez has worked as a consulting engineer, built a practice, and was the founder <br />of an engineering firm that became part of CTS Engineering. Mr. Melendez <br />maintains his technical proficiency to complement his years of project and team <br />management experience. His relevant technical experience includes design for <br />roadway, bicycles, pedestrians, Complete Streets, transit facilities, rail infrastructure, <br />basic drainage, lighting, signing, pavement markings, maintenance of traffic, site <br />developments, water distribution, sanitary sewer, and resiliency infrastructure. <br />Other experience includes novel process development, stakeholder coordination, <br />public involvement, program budgeting, cost estimating, CPM scheduling, <br />construction management, utility coordination, traffic studies, permitting, plan <br />review, asset management, and advanced Geographic Information System (GIS) <br />applications development and deployment. <br />Project Experience <br />Stormwater Infrastructure Improvement Studies and Master Plans for Broward Municipal Service Districts, Broward County. Project Manager. Responsible for <br />the management of two separate studies to evaluate conditions which contribute to <br />severe flooding within the 695-acre Broadview Park and 239-acre Boulevard <br />Gardens neighborhoods and to evaluate drainage improvement alternatives. <br />Management included oversight of the study team and subconsultants to execute <br />the scope of services, adhering to the project schedule and budget.
