Developing, integrating, <br />and streamlining standard operating procedures for use within the Service and Strategic Planning Division’s Community Shuttle <br />Program. The SOP development will entail a review of the technical functions required to administer to CSP, interviews with key <br />BCT staff, interviews with subject matter experts, and execution of an integrated stakeholder feedback process. Led the development and coordination of the construction agreement/change orders <br />as a stipulation by Federal Railroad Administration (FRA) for the Consolidated Rail Infrastructure and Safety Improvements (CRISI) <br />grant, which was awarded to provide Rail Dynamic Envelope (RDE) pavement markings at select locations across Palm Beach <br />and Martin counties. Supporting coordination with CSX Transportation (CSX), South Central Florida Express (SFCX) run by U.S. <br />Sugar Corporation, FDOT District 4 and Central Office, and the FRA. Performed document reviews <br />of safety and security documents for compliance with federal (Title VI of the Civil Rights Act of 1964), state of Florida (Rule Chapter <br />14-90, F.A.C), and local requirements associated with the Interlocal Agreements for the Community Shuttle Program (CSP) <br />participants in Broward County. Site-visits were made for all 18 municipalities to discuss the agency’s processes and standards for <br />the CSP perform and vehicle inspections. Developed an audit template incorporating all relevant requirements and provided <br />findings with recommendations. Provided assistance to develop and complete Corrective Action Plan (CAPs) relating to the audit <br />findings. As part of this effort, a Public Transportation Agency Safety Plan (PTASP) template was also developed, incorporating <br />the unique characteristics of Broward County, and relevant standards, and was also provided for each of the municipalities to <br />adopt. Providing support for the Rail Highway Crossing Inventory update for all at-grade <br />railroad crossings statewide. Assisted the development of a data collection tool to capture all required and voluntary data fields <br />associated with the Federal Railroad Administration U.S. DOT Crossing Inventory Form F 6180.71. Participate in quarterly <br />meetings with each FDOT District, including Florida’s Turnpike Enterprise (FTE).
