Page 192CITY OF SUNNY ISLES BEACH • RFQ #26-07-01 • CONTINUING PROFESSIONAL <br />ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) <br />TAB 4 | APPROACH/METHODOLOGY <br />Traffic Study Elements <br />Corradino will review key traffic operational and traffic circulation items for each traffic study submitted as part of the application, including road segment and intersection analyses, the valet operational plan, trash/loading operations, and Transportation Demand Management (TDM) strategies. The applicant must use Synchro software to complete the intersection capacity analysis. <br />• Trash and Loading Operations Narrative - The applicant is required to provide the location of the trash and loading zones on the site plan. The traffic study should include a narrative detailing how the trash will be accessed and where the trash vehicle will be parked. The applicant will need to provide details of the proposed design vehicle. <br />• Valet Operational Plan - The applicant is required to provide a detailed valet operational plan and a valet analysis. Valet parking will not be allowed in a City parking lot or parking garage. Corradino will review and confirm the results of the valet operational analysis to ensure that no vehicle queue extends into the public right-of-way and/or exceeds the available storage length. This also includes operations for mechanical lift/puzzle parking systems. <br />• TDM Strategies - All applications are required to propose TDM Strategies for each application. The applicant needs to propose robust TDM strategies. <br />• Maneuverability Analyses - The applicant is required to provide a maneuverability analysis using AutoTURN for the proposed development/redevelopment. The analysis should demonstrate that the design vehicle can successfully ingress and egress the project site and the nearest and furthest available parking spots without an excessive number of movements. Corradino will provide comments if the applicant uses a smaller vehicle . <br />Conditions of Approval <br />Corradino will issue conditions of approval where necessary. Conditions of approval should be used <br />sparingly, only when the applicant cannot resolve a specific comment. Corradino will issue a written Condition of Approval to the City as a request when completing the final TIS/TIA review. <br />| TRAFFIC ENGINEERING STUDIES <br />Although Corradino does not provide traffic engineering services for private developers, Corradino has recently provided traffic studies on behalf of municipal clients such as the Town of Cutler Bay, City of Miami, and the City of Sarasota, who have Land Development Codes with ordinances requiring these traffic studies to be completed in-house using the City’s on-call consultants. Corradino has experience in preparing similar traffic impact studies for our local municipal clients. The following summarizes Corradino’s approach to preparing traffic impact studies. <br />TIS Study Area/Project Limits <br />Corradino will define the proposed TIS study area and project limits. The limits of the adjacent roadway network will be defined as the roadway segments impacted by project traffic that are at least 4.5 percent of the level-of-service “D” peak-hour service volume. The peak-hour service volume will be determined using the generalized peak-hour volumes and two-way tables from the Florida Department of Transportation (FDOT) 2023 Quality/Multimodal Level of Service Handbook. The study area should include the road segment to which the development makes its first connection and, outward from that point, all subsequent road segments that meet the two-way peak-hour service volume for the adopted LOS standard. The intersections on the impacted roadways also need to be analyzed. Upon the City’s request, the consultant shall conduct a study area larger than that defined when the City determines that the land uses of the proposed project or conditions on the road network warrant a larger study area. The TIS study area and project limits will be defined in a Figure in the TIS.
