Page 191CITY OF SUNNY ISLES BEACH • RFQ #26-07-01 • CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) TAB 4 | APPROACH/METHODOLOGY • Microsoft Suite (Word, Excel, PowerPoint, Project Scheduler) | TRAFFIC AND TRANSPORTATION ENGINEERING SERVICES PROJECT APPROACH AND METHODOLOGY Development/Redevelopment Peer Review Corradino’s history of providing similar on-call continuing traffic engineering and transportation planning contracts will be beneficial in delivering services under this contract. Corradino is currently providing the City of Sunny Isles Beach with traffic engineering, transportation planning, and urban and land-use planning services under the existing contract. Corradino provided traffic engineering comments on key operational and circulation issues and attended land use board meetings for each project as needed. This process covered the full duration of each development application, from the preliminary meeting with the applicant to the traffic impact study methodology, and included the peer review of each submittal and resubmittal. The DRC traffic review process begins with establishing an acceptable procedure for preparing the necessary traffic analysis requirements for new developments and redevelopments in the City. Peer Review Process Corradino is a current provider of Traffic and Transportation Engineering and Planning Services for the City of Sunny Isles Beach. The approach to this cost recovery element of this contract includes the following deliverables:• Analyze and provide comments on the development’s site plans, traffic and parking studies, methodology statements, and consideration of the regional impact of the development. • Attendance at City staff and DRC meetings to provide transportation and parking-related comments. • Provide technical support and/or make presentations at meetings held by City Staff, the Development Review Committee, the City Commission, government agencies, neighborhood associations, business associations, civic groups, and private firms or other stakeholders as may be required. A thorough understanding of the development review process is essential to the successful administration of this contract. Corradino provides much more than the outlined DRC review process. The Corradino Team professionals, including Eric Czerniejewski, Vanessa Spatafora, Diana White, Gerald Bolden, and Edward Ng, have all previously reviewed DRC applications for the City of Sunny Isles Beach or other similar municipalities. When reviewing the traffic or parking analysis for a development application, the cost recovery consultant needs to understand the mission and goals of the City of Sunny Isles Beach Planning and Zoning Department to make the best recommendations for the City’s future Vision. Walkability in the built environment can be accomplished in many facets. In a city like Sunny Isles Beach, ways to increase walkability could include connecting major gathering places or centers of commerce with footpaths, incorporating places to rest and to cool off along the way, ensuring walking paths connect to bike sharing, cycling paths and mass transit, narrowing lanes to calm traffic so that people feel and actually are safer, installing pedestrian friendly signals, and constructing sidewalks of appropriate scale and materials. Recent redevelopment areas have produced livability elements that align with each of the key Master Plans and Planning Initiatives while still providing appropriate levels of traffic and vehicle circulation. The coordination among the Building, Planning, and Zoning staff, Engineering Services staff, Public Works, and other Departments is critical, as all DRC comments should align with the City of Sunny Isles Beach’s mission and strategic plan. The Adequacy requirements for the Pedestrian and Bicycle Facilities, including the placement of the site bicycle racks/parking facilities, pedestrian crossings to and from the site, and adjacent roadway ingress/egress, are all important elements. Traffic Study Methodology The primary purpose of the traffic study methodology is for the City and the Peer Review consultant to approve the proposed traffic data collection before the applicant collects it. This is important so that traffic data is not collected incorrectly and then must be recollected. Corradino will focus on the data collection portion of the methodology memo first, so this can be settled early in the peer review process. Corradino will also review the preliminary trip-generation calculations to ensure the applicant is using the correct land-use categories and equations in the most current ITE Handbook (12th Edition). Level of Traffic Analysis for Application Corradino will confirm if the applicant needs to prepare and submit a traffic impact statement (TIS) or a traffic impact analysis (TIA). There is standard criteria that aid in this determination for each unique application.
