Page 198CITY OF SUNNY ISLES BEACH • RFQ #26-07-01 • CONTINUING PROFESSIONAL <br />ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) <br />TAB 4 | APPROACH/METHODOLOGY <br />• Pedestrian <br />o The development shall provide an accessible, convenient pedestrian pathway from the entrance of their building structure on-site to the public sidewalk. <br />o The development shall provide a sidewalk along the frontage of the development site and the public street right-of-way consistent with the City’s land development code and design standards. Internal circulation and connections to existing sidewalks should be provided. These connections should be direct and reasonable, minimizing the distance pedestrians must walk between the site and the off-site pedestrian network. <br />• Bicycle <br />o Consistent with the City’s land development code, the developer shall provide sufficient publicly accessible bicycle racks and/or other bike storage facilities to meet the demands of their site. <br />• Transit <br />o If the development is situated along an existing transit route, the development may be required to provide bus stop facilities based on the development’s total trip generation. <br />Traffic Concurrency/Traffic Mitigation Improvements <br />Corradino will review opportunities to mitigate traffic impacts from the proposed development/redevelopment project as part of the TIA. Acceptable mitigation options include the following:1. Restore to adopted standard - Identify an improvement at an impacted location that restores level of service to the adopted standard for the future background plus project scenario, as defined in the Analysis Scenarios section of these Guidelines. <br />2. Proportionate Share Mitigation - This analysis should identify the improvement that will restore level of service to the adopted standard (or avoid a queue spillback from a turn lane) in the future background plus project scenario. The proportionate share percentage of the improvement’s cost due from the applicant is the project’s consumption of the capacity (vehicles per hour or feet of queue storage) being added by the improvement. <br />3. Local Street Impact - The evaluation of the need for traffic calming improvements will need to be completed for projects that have direct access to local streets and meet the minimum volume thresholds. <br />This definition is consistent with the definition of proportionate share contained in F.S. Chapter 163.3180. That language states that project applicants are not responsible for correcting level-of-service deficiencies, whether currently existing or projected to exist in the future, without a project scenario. But that language also reflects the fact that public infrastructure improvements are not implemented in increments scaled to each new development’s impact. It is not in the public interest to repeatedly improve facilities in small increments; actual improvement projects add significant extra capacity when they occur, and the calculation method described above keeps the applicant’s contribution proportional to their impact alone. Any impact or mobility fees charged by the City would be credited against the resulting proportionate share amount. <br />The applicant will be required to enter into a binding agreement to pay for or construct its proportionate share of the required improvements in a manner consistent with applicable Florida Statutes. The proportionate share contribution or construction is sufficient to accomplish one or more mobility improvements benefiting a regionally significant transportation facility. <br />Traffic Impact Study/Report <br />Corradino will summarize the following key sections of the traffic impact analysis in report format using tables and figures as necessary. <br />• Traffic Impact Study Methodology
