Certain traffic engineering analyses are necessary to ensure there are no traffic impacts from the proposed valet operations. Corradino will either conduct a peer review or provide the valet parking operational analysis, as requested by the City, as part of the traffic impact study. The review of valet operations includes evaluating the time required to load and unload stacked vehicles at on-site parking facilities. The queuing analysis needs to include a review of the number of valet parking attendants required during the peak period on a regular weekday, so the queue does not extend past the entrance (95% confidence level analysis). <br />The following are the valet parking requirements to evaluate: <br />• Valet parking operational analysis/study containing generally accepted engineering standards for trip duration to and from the authorized vehicle storage location: a distance of no more than 2,500 feet from the ramp to the vehicle storage location. <br />• Detailed information on the proposed valet routing plan, anticipated queuing, pick-up/drop-off operations, including valet stand location and the number of valet operators, as well as specific details regarding the use of off-site surface parking lots or parking garages in the valet parking operations and the number of parking spaces allocated and/or necessary for the same. <br />o Peak site generated traffic into the pickup and drop-off valet location. <br />o The average service rate, which corresponds to the time it will take a valet parking attendant to park or retrieve a vehicle. <br />o The coefficient of utilization, which is the ratio of the average arrival rate of vehicles to the average service rate. <br />o The valet processing rate, which is calculated by adding the time it will take a valet attendant to process the vehicles, the time it will take the valet attendant to park or retrieve a vehicle (driving time and mechanical lift timing requirement if applicable), and the time it takes for the valet attendant to walk to and from the parking area. <br />o Weighted average of the number of mechanical lifts and/or other automated parking systems versus regular parking spaces (if applicable). <br />o The driving time for a valet attendant is assumed at a speed of 10 mph. <br />o The walking time for the valet attendant is assumed at a speed of 6 ft/s.
