Page 200CITY OF SUNNY ISLES BEACH • RFQ #26-07-01 • CONTINUING PROFESSIONAL <br />ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) <br />TAB 4 | APPROACH/METHODOLOGY <br />• Staffing levels or schedule of valet parking service operational hours for the establishment, including valet runners, supervisors, and managers. <br />• A minimum number of parking spaces for vehicle storage, as determined by the Building, Planning, and Zoning Division. <br />• Valet parking street furniture, including signs, stands, and key boxes, must comply with the City’s design standards, as determined by the Building, Planning, and Zoning Division. <br />• Whether the proposed valet parking service will cause the removal of access to existing or proposed metered parking, and the percentage of the reasonably proximate metered parking spaces to be removed by the proposed zone. <br />• Whether establishments in the vicinity of the proposed valet parking service can reasonably be expected not to have a detrimental effect on other nearby activities that rely on curbside parking. <br />• Whether the proposed valet parking service will have a beneficial effect on vehicular and pedestrian safety. <br />• Any other documents, reports, studies, materials, or information the City determines to be appropriate for the issuance of the valet parking permit. <br />The use of mechanical lifts and other automated parking systems is prevalent in Florida communities. Corradino is very familiar with these systems and has reviewed them as part of valet operations on development and redevelopment projects in the past. If applicable to the development/redevelopment application, the mechanical lift elevator processing time and lift time per vendor specifications would be needed. <br />Entry Gate Operational Analysis <br />Corradino will provide an operational analysis of entry gates as part of the traffic impact study when residential entry gates are proposed for the site parking lot/garage locations. This entry gate operational analysis will include a 95th-percentile vehicle queue analysis using the methodology outlined in ITE’s Transportation and Land Development (1988). The analysis aims to verify that the maximum vehicular queue would not spill traffic back onto the Public Right-of-Way. Typically, the residential entry gate provides one entry lane and one exit lane, both controlled by a proximity card (FOB) reader. The queueing analysis accounts for peak arrival volume, average service rate, gate processing time, and other factors to ensure the queue remains on-site and doesn’t spill back into the public right-of-way. <br />| MEETING ATTENDANCE AT CITY COMMISSION HEARINGS <br />Corradino is structured to ensure there is always coverage at the assigned public hearings for each development and redevelopment project application. Having separate TIS teams and traffic engineering peer-review teams that will see each application through is critical to the success of this on-call Continuing Professional Services contract.
