<br />TAB 4 | APPROACH/METHODOLOGY
<br />Our process is collaborative from the start. We work closely with municipal partners to identify opportunities, define objectives, and establish a shared vision for implementation. Concepts are developed with input from stakeholders, illustrated with clear visuals, and refined through community engagement activities. Technical documentation is prepared to support permitting and approvals, ensuring that even temporary projects meet all necessary standards.
<br />Public outreach and communications are integral parts of quick-build projects. We develop strategic outreach in partnership with City staff, crafting messages and materials that foster transparency, encourage participation, and generate excitement. During implementation, our team provides on-site leadership, coordinates logistics, and ensures smooth setup and breakdown. Finally, we help partners craft an evaluation plan to ensure they track performance using both quantitative and qualitative measures—capturing lessons learned, documenting results, and informing future projects.
<br />Our team has relevant national experience with quick-build initiatives and agency guidance. The planning and implementation of quick-build projects may include, but are not limited to, the following process:
<br />• Concept Development and Stakeholder Coordination
<br />The project team will work closely with City staff and key municipal partners to identify initial project ideas, define objectives, and establish a shared vision for implementation. This process will include a collaborative planning session to develop preliminary concept plans and to identify key elements, including potential partners, programming opportunities, procurement needs, and design considerations. Using input gathered from City staff and stakeholders, the team will refine a preferred concept and prepare illustrative materials—such as graphics and diagrams—to clearly convey the scope, intent, and scale of the proposed improvements. A community engagement activity will be coordinated with the City to gather public input and ensure alignment with local needs and priorities.
<br />• Preparation of Plan Documents for Permitting and Implementation
<br />Following internal reviews and coordination with the City, the team will prepare the technical documentation required to support permitting or agency approvals. This will include plans, specifications, and supporting documents tailored to the scope of work and the scale of the improvements. The team will coordinate with the appropriate review agencies to address any feedback and ensure that
<br />all permitting requirements are met to move the project forward.
<br />• Public Communication and Engagement Coordination
<br />A strategic public engagement and media approach will be developed in coordination with City communications staff to ensure consistent messaging throughout the project lifecycle. This may include developing press releases, outreach content, and key messaging to support public awareness and engagement. These efforts are intended to promote transparency, generate community interest, and foster local support for demonstration or quick-build projects.
<br />• Implementation and Installation Oversight
<br />The project team will develop a detailed implementation plan that outlines the project timeline, materials list, staffing plan, and installation logistics. As part of this task, the consultant will serve as the on-site lead for project installation and coordination with City staff and other stakeholders. The team will also coordinate “breakdown day” logistics to ensure a seamless restoration of the site to its pre-installation conditions, as agreed upon by all parties. Deliverables under this task include an Implementation Work Plan, Materials and Resource List, Cost Estimates, Maintenance, and Follow-up Coordination.
<br />• Performance Evaluation and Reporting
<br />To assess the project’s effectiveness, the team will collaborate with City staff to develop a performance measurement strategy aligned with the City’s goals. Key performance indicators (KPIs) may include changes in user behavior, traffic flow, safety conditions, and public perception. Data collection methods may include site observations, intercept surveys, and digital engagement analysis (including social media feedback). The consultant will synthesize findings into a concise, visually engaging summary report or infographic that captures before-and-after conditions, key takeaways, and lessons learned. Deliverables under this task may include:
