Page 206CITY OF SUNNY ISLES BEACH • RFQ #26-07-01 • CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) TAB 4 | APPROACH/METHODOLOGY o Network screening of existing crashes over the most recent 3-year period using Signal Four Analytics. • Analyze the traffic data to determine the 85th percentile speeds and how many corridors exceeded the posted speed limit, and by how many miles per hour. • Complete a field observation of the study project limits, including all of the road segments/corridors. • Evaluate the crash history to determine high-crash locations in the project study area. • Complete stakeholder public outreach via public workshops. • Complete a traffic calming alternatives analysis. • Summarize the results of the field observations, traffic data collection, speed and volume analysis, and crash analysis in a technical memorandum signed and sealed by a professional engineer. This concise project approach for conducting a neighborhood traffic-calming study is designed to ensure clarity. It includes robust stakeholder engagement with actionable outcomes. Successful traffic-calming master plans and programs have shown that they need to be structured to enable citizens, staff, and elected officials to feel comfortable moving forward with projects, yet flexible enough to adapt to the challenges of individual streets. Once the final plan is recommended, the conceptual costs will be developed. This should include the costs of designing and constructing the program. Potential funding sources or grants should be identified to cover program costs. Corradino recently completed the Lakeview Neighborhood Traffic Calming Study. This study recommended developing a traffic-calming plan for the W 51st Street study corridor, incorporating traffic- volume control measures. In addition, speed limit signs along Lakeview Drive and area-wide speed limits were also recommended. In addition, Corradino continues to assist the Town of Surfside with its overall traffic calming program. This includes updating the previously prepared 2024 Transportation Master Plan. The study is currently being updated to reflect changes to the Town’s Street network and goals for a lower area-wide speed limit, modifications to certain street ends, and other transportation infrastructure modifications, including the intersection of 88th Street and Byron Avenue, which connects to the City of Miami Beach. | TACTICAL URBANISM CONCEPT DEVELOPMENT The Corradino Team has experience guiding cities in using quick-build and tactical urbanism techniques to deliver visible, measurable improvements in the short term while building momentum for long-term change. These low-cost, temporary interventions are designed to test ideas, refine designs, and gather public feedback before making permanent investments. Quick-build or Creative Placemaking is an approach “used to describe a collection of low-cost, temporary changes to the built environment, intended to improve local neighborhoods and city gathering places.” These changes are often highly visible and are defined by the following characteristics: • A deliberate, phased approach to instigate change;• The offering of local solutions for local planning challenges;• Short-term commitment and realistic expectations;• Low-risk/low-cost approach, with a possibility for high reward; and• Enhanced collaboration between public, private, and non-profit sectors.
