Page 84CITY OF SUNNY ISLES BEACH • RFQ #26-07-01 • CONTINUING PROFESSIONAL <br />ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) <br />TAB 3 | STAFFING <br />Miami-Dade Smart Plan General Planning Consultant, Miami, FL | Project Manager - Consultant provided traffic engineering and transportation planning services for the South Dade Transitway corridor. <br />Broward County Intersection Improvements Prioritization Study Subconsultant, CTS Engineering, Inc. | Traffic/Transportation Engineer - The project involved starting with the 1,400+ signalized intersections within Broward County narrowing them to 100 priority intersections using multiple criteria, including crash data, traffic-associated metrics, multimodal information, population growth, and employment. It also involved extensive coordination with local agency partners. A comprehensive process was developed to assist Broward County in identifying and prioritizing the top 100 intersection locations based on their needs. The next stage of assessment will study these top locations using detailed crash analysis, operational analyses, field reviews, and conduct an engineering feasibility assessment to develop improvement concepts along with cost estimates. The identified improvements will be programmed as projects for implementation utilizing the Broward County Surtax Funding. Corradino provided scoping reports for two of the top-prioritized intersections located at the Coconut Creek Parkway and Lyons Road, and the Hillsboro Blvd and SR-7 intersections. <br />Mast Arm Conversion Group Phases I & II, Horsepower Electric (Client) | Program Manager - Responsible for the Design Build professional services associated with the conversion of span-wire supported traffic signals at 35 intersections across Broward County. Consultant along with Horsepower Electric is provided engineering and design services, plans preparation, field survey, utility coordination, permitting, public involvement, coordination with adjoining projects, minor roadway reconstruction and paving, signing and pavement marking, ADA compliant sidewalk reconstruction, traffic signal retiming and optimization, traffic signal design and construction, installation of underground conduit, interconnect cable, video detection, installation of vehicle pre-emption systems, as built record plans, and warranty necessary to provide the traffic signalization improvements in accordance with Broward County and Florida Department of Transportation (FDOT) specifications. This project included peak-hour manual turning movement count data collection, intersection capacity analysis in Synchro, and timing implementation, evaluation and fine-tuning with Broward County Traffic Engineering Division in order to certify the proposed signal operation plan for each intersection. <br />Broward County Adaptive Traffic Signal Control Corridors- Subconsultant (BCC Engineering, Inc.), Broward County, FL | Lead Traffic Engineer - The Consultant provided traffic engineering analysis and design for the installation of an Adaptive Traffic Control System (ATCS) along Hallandale Beach Boulevard from SR-7 to A1A and US-1 from SE 9th Street to Atlantic Shores Boulevard. The objective of this corridor design project is to provide optimized signal timing plans based on the real-time traffic demands, then reduce traffic congestion and improve safety along Hallandale Beach Blvd. from SR-7 to A1A and US-1 from SE 9th St. to Atlantic Shores Blvd. The project entailed traffic signal control system improvements to support ATCS and signal performance measures at 26 signalized intersections within the project limits and in the County’s Transportation Management Center (TMC). These design improvements upgrade at least 18 existing signal cabinets and controllers to be NEMA type VI cabinets and 2070 LN ATC controllers, replace the existing stop bar video detection with the new one capable of high-resolution data collection, and add advanced mainline detection that is compatible with the selected ATCS software. Additionally, the improvements provide Broward County with central management software to conduct signal performance measures, manage and monitor the transportation network within the project limits as a whole (e.g. transit signal priority, railroad preemption, draw bridge operation, etc.), and aggregate historic data. The contract included the preparation of construction document package including plans, specifications, calculations and reports. Scope includes signalization, Intelligent Transportation System (ITS), temporary traffic control, structures, geotechnical, Survey, Utility coordination, and project management. <br />Broward Commuter Rail/Tri-Rail Coastal Link PD&E Traffic Analysis, Broward County, FL - The Broward Commuter Rail (BCR) PD&E Study aimed to develop and analyze alternatives for passenger and freight service along the Florida East Coast (FEC) Railway, which spanned 27 miles from Aventura to Deerfield Beach. A traffic methodology memorandum described assumptions, approach, and focus areas for the traffic analysis, which evaluated at-grade crossings and station areas under existing, opening, and future conditions. The analysis concentrated on impacts such as queues, delays, and station parking on arterial corridors, using traffic data collection, demand modeling, and microsimulation with Synchro and Vissim. <br />Broward County Adaptive Traffic Signal Control Corridors Phase II/Groups I and II- Subconsultant (Eland Engineering, Inc.), Broward County, FL | Lead Traffic Engineer - The Consultant provided traffic engineering analysis and design for the installation of ATCS along seven arterial corridors in Broward County. The objective of this corridor design project is to provide optimized signal timing plans based on the real-time traffic demands, then reduce traffic congestion and improve safety along Broward Blvd. (SW 22nd Ave to SE 8th Ave), University Drive (Sunrise Blvd to NW 2nd Street, SW 30th Street to Stirling Road), Miramar Parkway (SW 184th Ave to Monarch Lakes Blvd.), Hillsboro Blvd. (Military Trail to SR A1A), SR-7 (Loxahatchee Road to Atlantic Blvd.) and Sunrise Blvd (SR-7 to Flagler Drive). The project entailed traffic signal control system improvements to support ATCS and signal performance measures at signalized intersections within each corridor project limits and, in the County’s, TMC. Scope includes signalization, ITS, temporary traffic control, structures, geotechnical, Survey, Utility coordination, project management and coordination. <br />Fort Lauderdale Las Olas Streetscape Corridor Study, City of Fort Lauderdale, FL | Project Manager - The City of Fort Lauderdale commissioned this Streetscape Corridor Analysis along Las Olas Boulevard to further identify opportunities and challenges to provide key components of a vision that will ground the future development of the area. The City of Fort Lauderdale is committed to promoting safe, accessible, multi-modal travel evidenced by its implementation of Complete Streets and Vision Zero policy. As the major thoroughfare connecting Downtown Fort Lauderdale and Central Beach, Las Olas Boulevard must balance moving people efficiently through a balance of transportation needs, inclusive of pedestrian, bicycling, vehicular, and transit modes, with space programmed to safely accommodate other alternative modes of transportation such as scooters. The Conceptual Design included a consensus vision that enhances the branding for the Boulevard and the City’s branding as both an international destination and the place for live, work, and play in South Florida. The Conceptual Design created a coordinated, iconic, context-sensitive design for the five distinct character areas.
