<br />This section presents the approach and methodology of V3 Architectural Group and its subconsultants, HBC Engineering
<br />Company and TLC Engineering Solutions, for providing continuing architectural and engineering consulting services to the City
<br />of Sunny Isles Beach under RFQ No. 26-07-01, Category 1 – Architects. Consistent with Section 5 of this RFQ, this section
<br />addresses the suitability of our methodology, our overall organization for completing assigned work, our ability to meet the
<br />City’s desired timelines and deadlines, our work plan, and our process for handling complaints and elevating them to the City’s
<br />Project Manager.
<br />4.1 PROJECT UNDERSTANDING AND TEAM APPROACH
<br />RFQ No. 26-07-01 establishes a continuing services contract rather than a single, defined project. Under Category 1 – Architects,
<br />the City may issue task orders for study-phase work, design, plan review, cost estimating, interior design, space planning,
<br />and construction-phase services across a wide range of assignments — from small renovations and tenant improvements to
<br />additions, new construction, feasibility studies, and building evaluations at municipal facilities, parks, and other City-owned assets.
<br />V3 Architectural Group will serve as Architect of Record and single point of responsibility for every task order issued under
<br />this contract. We have built our team specifically to give the City one fully integrated architecture-engineering resource, rather
<br />than a collection of separately managed disciplines. HBC Engineering Company joins the team as our Structural Engineering
<br />subconsultant, providing structural inspection, condition assessment, structural integrity evaluation, and the design of new and
<br />rehabilitated structures. TLC Engineering Solutions joins as our Mechanical, HVAC & Plumbing Engineering subconsultant,
<br />providing mechanical, HVAC, and plumbing design and construction-phase services. Together, V3, HBC, and TLC form a
<br />single-source, multi-disciplinary team capable of executing any task order the City assigns, without the coordination gaps that
<br />arise when disciplines are procured and managed separately.
<br />Sunny Isles Beach’s built environment, a barrier-island community of high-rise condominiums, hotels, and civic facilities
<br />exposed to South Florida’s coastal wind, flood, and salt-air environment informs how our team approaches every assignment.
<br />Our methodology is built around three commitments: early, disciplined coordination between architecture, structural, and MEP
<br />engineering on every task order; rigorous attention to Florida Building Code High-Velocity Hurricane Zone provisions, FEMA
<br />flood-zone requirements, ADA compliance, and Miami-Dade County regulatory review; and a work plan that keeps every task
<br />order on schedule and within budget from Notice to Proceed through final closeout.
<br />4.2 SUITABILITY OF METHODOLOGY: A FIVE-PHASE, TASK-ORDER WORK PLAN
<br />Our methodology is built directly around the five-phase framework the City has established in Section 3 of this RFQ, so that
<br />our approach is inherently suited to the tasks the City will assign under this continuing contract. Each task order regardless of
<br />size moves through the same disciplined sequence, with V3, HBC, and TLC engaged at the point in each phase where their
<br />discipline adds the most value.
<br />Phase 1 – Study and Report
<br />V3 leads a kickoff meeting with the City’s Project Manager to confirm scope, budget parameters, and the governmental approvals
<br />required for the assignment. Our team performs field verification and, where the task order involves an existing facility, HBC and
<br />TLC perform structural and MEP condition assessments concurrently with V3’s architectural review. We evaluate alternative
<br />solutions and recommend the option that, in our professional judgment, best meets the City’s requirements, then prepare a
<br />Study Report with an itemized estimate of Total Project Cost for City review.
<br />Milestone: Study Report delivered within the period established at the task order kickoff meeting, typically two to four weeks
<br />depending on scope.
<br />Key Deliverable: Study Report with recommended solution(s) and Total Project Cost estimate.
<br />Phase 2 – Preliminary Design
<br />Once the City selects a recommended solution, V3 develops final design criteria, preliminary drawings, and outline specifications,
<br />with HBC and TLC concurrently developing preliminary structural and MEP concepts so that systems are coordinated from the
<br />outset rather than reconciled after the fact. A revised Total Construction Cost estimate accompanies the Preliminary Design
<br />submittal, which is reviewed with the City at the 30% design stage consistent with the General Deliverables requirements of
<br />this RFQ.
<br />Milestone: 30% Design Submittal reviewed with City staff before proceeding to Construction Documents.
<br />Key Deliverable: Preliminary Design documents, outline specifications, and revised cost estimate.
