<br />Phase 3 – Final Design / Construction Documents
<br />HBC leads structural design and documentation; TLC leads mechanical, HVAC, and plumbing design and documentation;
<br />and V3 leads architectural design, interior design, site and landscape coordination, and overall document assembly including
<br />electrical, generator, and elevator coordination where those disciplines are engaged by the City for a given task order. Progress
<br />reviews are held with City staff at the 60%, 90%, and 100% design stages, with each submittal accompanied by an updated
<br />Estimate of Construction Cost. Before any set is finalized, the team performs the interdisciplinary quality review described in
<br />Section 4.7 to resolve dimensional and constructability conflicts.
<br />Milestones: 60%, 90%, and 100% Construction Document submittals reviewed and approved by City staff.
<br />Key Deliverable: Ten sets of signed and sealed Construction Documents, technical specifications, and bid documents, plus
<br />CADD files as required.
<br />Phase 4 – Permitting, Bidding & Negotiation
<br />V3 coordinates permit submittal to the City of Sunny Isles Beach Building Division and Miami-Dade County, with HBC and
<br />TLC responding directly to structural and MEP plan-review comments to keep review cycles short. V3 attends all pre-bid
<br />conferences, prepares and distributes minutes, and issues addenda through the City’s Purchasing Administrator as needed.
<br />If requested, our team evaluates bids and bidders and provides a recommendation for award.
<br />Key Deliverable: Complete permitting package; bid support documentation; award recommendation, if requested.
<br />Phase 5 – Construction Administration & Closeout
<br />During construction, V3, HBC, and TLC review shop drawings and submittals within each discipline, respond to Requests for
<br />Information, attend site meetings, and issue Certificates for Payment based on site observation of work progress. At closeout,
<br />the team assists with final inspections, compiles as-built CADD drawings reflecting all field changes, and prepares warranty
<br />documentation required by the Architect and Engineers of Record.
<br />Key Deliverable: Certified progress payments, as-built record drawings, and complete closeout documentation.
<br />OVERALL ORGANIZATION FOR COMPLETING THE PROJECT
<br />Every task order is organized around a single point of responsibility: a V3 Principal-in-Charge and Project Manager who serve
<br />as the City’s consistent point of contact from Notice to Proceed through final closeout. The Project Manager allocates his
<br />or her time across the team’s concurrent commitments to ensure the assigned task order receives priority attention, directly
<br />coordinates the HBC structural lead and TLC mechanical/plumbing lead, and is personally accountable to the City’s Project
<br />Manager for schedule, budget, and quality on every assignment.

<br />Structural Engineer of Record HBC Engineering Company Structural assessment, design, and construction
<br />documents for new work and rehabilitation of existing
<br />structures; structural threshold inspections as required.
<br />Mechanical / HVAC / Plumbing
<br />Engineer of Record TLC Engineering Solutions Mechanical, HVAC, and plumbing design, specifications,
<br />and construction-phase support.
<br />QA/QC Reviewers V3, HBC & TLC (each firm) Independent, discipline-specific quality review at every
<br />submittal milestone, feeding into V3's composite
