HBC Engineering Company | 105 <br />Julia Beliz, EI <br />GIS Analyst <br />Julia has extensive experience in Geographic Information System (GIS), <br />Python programming, and permitting for infrastructure projects, with a focus <br />on treatment plants and pump stations. At HBC, she leads sediment loss <br />modeling for the Carraízo Sediment Control Project, and has contributed to <br />the design and permitting of the Camuy-Hatillo Wastewater Treatment Plant <br />(WWTP), mapping force mains and protecting habitats. She has also supported <br />the City of Riviera Beach Water Treatment Plant through site assessments and <br />technical memorandums. Additionally, Julia’s work with Miami-Dade County <br />Water and Sewer Department (MDC-WASD) and Puerto Rico Aqueduct <br />and Sewer Authority (PRASA) involved GIS-based capacity assessments <br />and planning for future growth in water systems. Her expertise extends to <br />drainage, transportation, and wastewater collection systems, as well as utility <br />coordination. Currently, Julia is developing a GIS model for soil loss in the Lake <br />Loiza watershed of Puerto Rico, further solidifying her key role in infrastructure <br />development. <br />MDC-WASD, In-House GIS Specialist. <br />In-House GIS Specialist responsible for managing and maintaining spatial <br />data in support of over 200 active Capital Improvement Plan (CIP) projects <br />at MDC-WASD. Embedded within MDC-WASD’s Planning, Regulatory <br />Compliance, and Capital Improvements Division, her responsibilities include <br />digitizing and querying project data, integrating infrastructure information <br />with political and jurisdictional boundaries, and producing monthly district- <br />specific work plans and data-rich maps to support Commission-level <br />decisions and public transparency. Julia conducts spatial analyses to identify <br />conflicts between MDC-WASD projects and those of Florida Department <br />of Transportation (FDOT), Department of Transportation and Public Workls <br />(DTPW), and municipalities, facilitating Joint Participation Agreements (JPAs) <br />and optimizing project sequencing. Julia also develops GIS-based exhibits <br />for initiatives, such as the South Corridor Master Plan.
