<br />education and institutional construction projects. He supported owners and project managers from project

<br />with clients, architects, subcontractors, and vendors; resolved construction and design issues with owner
<br />representatives and site supervisors; and trained project managers, schedulers, and staff on project controls
<br />procedures.

<br />As Cost Control Manager, Joseph led cost estimating, bid support, and change order management for a CMAR
<br />terminal expansion within an active airport environment. He directed development and validation of construction
<br />cost estimates across all divisions to support budget control and procurement, managed preparation and
<br />evaluation of bid packages, coordinated bidding across multiple trades, performed value engineering and schedule
<br />coordination, and led review and validation of change orders to maintain alignment between scope, cost, and
<br />contract requirements.

<br />From design through closeout, Joseph directed cost estimating and project controls working with project
<br />managers and contractors on various government Department of Energy projects, which included refurbishing and
<br />constructing new roads and providing research for infrastructure, life safety, special systems, and mechanical,
<br />electrical, and plumbing (MEP) systems, contributing roadway and infrastructure cost-controls experience
<br />transferable to municipal capital work.

<br />As Chief Estimator, Joseph led cost estimating and procurement support for site work and utility upgrades,

<br />He managed quantity take-offs, cost documentation, and schedules of values; supported procurement through
<br />bid preparation, subcontractor coordination, and contract documentation; and reviewed pay applications and
<br />maintained cost control processes, demonstrating site and utility infrastructure estimating.
